This will depend on your local mirror.  While I've just been in
touch with the mirror maintainers around the world, it may still take
an hour or so before it shows live in your area.

A little bit of patience now will pay off, for sure!  ;-P

Great !

The downloads page is devoid of any note in re pRCL binaries
for Windows.
windows.php.net doesn't say anything either of which pre-existing
PECL binaries will work with 5_3.

Is the 5_2_6 set of PECL binaries compatible with 5_3 ?

One quick question: What is the situation with opcode caches, are APC
and/or EAccelerator already production ready? I know it's not really an
internals question but as the main developers are on this list I figured
I might get a quick answer anyway ;-)

I've been using APC with PHP 5.3 on my dev box for sometime now and it  
works no worse then it did with 5.2.

Some new 5.3 features like closures and the :? operator still cause  
bus errors with APC though. For the former there is already an open  
ticket since february. So I dont think APC is really 5.3 compatible  
yet but I'm sure it wont take long until these issues are fixed now  
that 5.3 is out.

Have you tried APC CVS HEAD?  I don't get segfaults with either of these
features in the current APC code.
