The estimate
While the proposed changes may indeed be promising and beneficial, there's
another bogeyman contributing heavily to the problem and also dating back to
the 1960's.
It's the wrongheaded and failed idea that more stations provide more service or
that more power provides more service.
The stead
Students of FCC history may recall that Mr. Fowler as FCC Chair advocated a
"Marketplace" approach to regulations...almost to the point of saying "we'll
stay out of the way; let 'em fight it out." (This is not meant to be a
verbatim quote.)
