I believe the FCC shut down the Vancouver/Portland Russian station this
past summer.
I have not heard the Seattle Russian station in a very long time.

Unless there is another somewhere else NE of me in Washington state, I
heard the Russian 1710 Friday or Saturday late afternoon, with the usual
format. So it is still there, or at least one in some area.
Only heard off the NE EWE.

I live 6 miles south of the transmitter and it's in here 24/7. Still
going strong last time I checked.
Thanks Tom. So the same QTH is still running 24/7. I had heard it
anytime I tried. Infact a minute ago I tried and heard a woman in
Russian and going into Russian music. Weak but audible right
Forgot to add that the 1710 Russian station, presumably Puget Sound area,
was the strongest I've had it this year, perhaps ever, around 1520 utc.
There was another similar sounding station much weaker underneath, maybe the
Portland/Vancouver one, if it's still on.
