Before looking at this ebay auction, I completely understand that it might
be like buying a pig in a poke, since we don't know what Gauge it is but,
would this wire be a suitable candidate for BOGs, Flags, air core loops and
such?

Other than tuned loops it should work fine and even with a resonant loop
it will work but with reduced Q over Litz wire.
