I've heard this station countless times now since the signal is quite good
here, but I've never heard any announcements between songs, station ID,
etc. It remains a mystery..

been hearing it for several weeks now on 1710 between 0100 and 0300 UTC.
Often, when the playlist completes, it will stay on with an open carrier

I heard one a couple years back on 1710. I even contacted the station
via e mail, and they said to send the CD. I sent a CD, but never got a
reply, after several f/ups.
