I can reply only with regards to the Taliban destroying the Buddha statues from what was said on their former website caliphate.com. The NGO's came to the Taliban with money to resurface and restore the statues; the Taliban Provincial Council asked if the money could instead be used to help freezing starving children in one specific province where 700 children were dieing each month. The NGO's said no the money could only be used to save the statues. The 10 member Provincial Council voted and asked for Mullah Umar's consent to blow up the statues, the reasoning being, if the NGO's did not care about saving Afghan children, they did not care about saving the statues, since the children would die, the statues should be destroyed also.
Prior to this, the statues stood for a long time, because the Taliban did have tolerance.
