Local councils in limbo
In spite of strong domestic and foreign objections, the 
People's Assembly quickly approved a controversial legislative amendment 
postponing municipal elections for two years. Gamal

On Tuesday the People's Assembly moved quickly to pass a government- 
driven amendment of a 1979 law regulating the performance of local 
councils. The amendment to Article 89 will extend the mandate of the 
current four-year-old municipal councils for another two years. The 
mandate was due to expire on 15 April, after which new local council 
elections would have been held. The amendment was approved less than 24 
hours after being submitted to the People's Assembly. Earlier in the 
week, the upper consultative Shura Council also approved the 
controversial amendment. 
Domestic and foreign forces condemned the move, with the banned 
Muslim Brotherhood taking the lead. The group said the amendment was 
primarily aimed at stemming the tide of their political gains, which 
peaked late last year when parliamentary elections ended with the 
Brotherhood winning an unprecedented 88 seats, thereby becoming the 
assembly's main opposition force.
The United States also expressed its displeasure with the delay, 
saying on Tuesday that as a matter of principle it does not favour 
postponing elections. 
During Tuesday's parliamentary debate, the government clashed with 
Brotherhood and leftist deputies over the delay's potential impact on 
political life. In total, 106 opposition MPs voted against the amendment 
-- the strongest opposition to a law in recent years.
Parliamentary and Legal Affairs Minister Moufid Shehab tried to 
explain the reasoning behind the delay. He pointed out that last year's 
amendment of Article 76 of the constitution mandated that potential 
presidential candidates needed the support of 250 People's Assembly, 
Shura Council and local council representatives. "140 of these should 
come from local councils," he said. At the same time, President Hosni 
Mubarak's election campaign programme called for a democratisation of 
the councils themselves. "To meet these objectives," Shehab said, " both 
the constitution and the law must be amended," a process that would take 
at least two years time.
The goal would be to decentralise the performance of local councils 
and provide them with greater supervisory powers. There are a staggering 
49,820 local council seats. 
Shehab also said the decision had to do with the fact that mid-term 
Shura Council elections will be held next May. "It is not politically 
and financially viable for two kinds of elections to be held in such a 
short of period of time." 
Unimpressed by Shehab's arguments, Muslim Brotherhood MPs accused the 
government and the ruling National Democratic Party (NDP) of ramming the 
amendment through parliament "to prevent the Brotherhood's candidates 
from running in local council elections". Hussein Ibrahim, a Brotherhood 
MP from Alexandria, said democratising the performance of local councils 
has never been on the government's agenda. "In 2002, the government 
rammed a law through parliament limiting judicial supervision in 
municipal elections to main polling stations." The result, Ibrahim said, 
was an NDP monopoly over about 99 per cent of the seats. "This turned 
the local councils into hotbeds of corruption, because members of 
executive local councils also became members of popular councils, which 
are supposed to act as executive local council watchdogs."
Nasserist MP Mostafa Bakri said, "passing this amendment at this 
particular time will be seen by domestic and foreign forces as a setback 
to democracy. The amendment reveals just how weak the NDP has become; it 
is unable to face competitive elections, especially after clinching just 
31 per cent of the seats in last year's parliamentary elections -- even 
with the help of security forces."

Baghdad asks Danish troops to stayThe 
Iraqi interim government has officially asked Denmark to keep its soldiers in 
Iraq, after Basra city council told Danish troops to leave until their country 
apologises for the publication of cartoons of the Prophet Muhammad (s.a.w.). The 
Danish prime minister on Tuesday asked the Iraqi government to speak out on the 
issue of around 530 Danish troops, mostly based in Basra in southern Iraq under 
British command.

Pakistan bomb hits gas 
suppliesSeveral cities in Pakistan 
were left without gas when a bomb exploded in the southwest of the country, 
rupturing a pipeline. No one was injured by the blast that occurred before dawn 
on Thursday at the Pir Koh gas field in Baluchistan province. No one claimed 
responsibility. Authorities could not say when the pipeline would be repaired. 
Land mines near the pipe will need to be cleared before workers can go to the 
site to begin repair work.

Moscow to hold talks with 
HamasA high-level delegation from the Palestinian group 
Hamas will hold talks with Russian officials in Moscow early next month. The US 
and European Union have threatened to cut off massive aid to the Palestinians 
unless Hamas recognises Israel and renounces 'violence'. The invitation was 
announced by Russian President Vladimir Putin in a news conference. Hamas has 
been labeled as a terrorist organisation by the US government.

Iran 
renames Danish pastriesBakeries across the 
Iranian capital, Tehran, were covering up their ads for Danish pastries Thursday 
after the confectioners' union ordered the name change in retaliation for 
caricatures of Prophet Muhammad (s.a.w.) published in a Danish newspaper. "Given 
the insults by Danish newspapers against the prophet, as of now the name of 
Danish pastries will give way to 'Rose of Muhammad' pastries," the union said in 
its order. In Iran, the pastries are domestically baked, not 
imported.

Saddam Trial Becoming Like a TV Sitcom 
It's supposed to be a serious affair, but after three 
months and 12 hearings, the Saddam Hussein trial has become like a TV sitcom 
steeped in Iraqi pop culture and local vernacular. Saddam and Barzan Ibrahim, 
his half brother and co-defendant, try their best to unsettle the judge, using 
tactics from insulting his nonexistent mustache to showing up in long underwear. 
Saddam and his half brother are responsible for the killing and torture of 
thousands of innocent Shiites and Kurds.

UAE embarking on terror 
crackdownThe United Arab Emirates is trying to shield 
itself against terror by cracking down on extremists and promoting a culture of 
moderation, Interior Minister Sheikh Saif bin Zayed al Nahayan said. The 
minister said authorities in the Gulf country had not uncovered organised 
terrorist cells in the accepted sense of the word, but a group of individuals, 
mostly expatriates, who espouse views that conflict with the line of centrism 
and moderation upheld by the UAE.

UN helicopters to curtail 
serviceThe United Nations Helicopter Assistance Service 
(UNHAS) has decided to curtail its services in the Pakistani quake zone because 
of lack of adequate funding. It is feared that scaling down of air operation 
could adversely affect the relief operation. It is estimated that an additional 
$13 million are needed to continue helicopter operations until the end of this 
special operation, currently set at April 14, 2006.

UK to build ties with banned Islamist group 
A leaked Foreign Office memo published yesterday reveals 
that the British government is to establish ties with the Muslim Brotherhood, a 
group banned by the Egyptian government. The memo, written on January 17, 
recommends increased engagement with the Egyptian Muslim Brotherhood, the oldest 
Islamist group in the world. The recommendation has been accepted by Jack Straw, 
the foreign secretary.

[IslamCity] A Solution: Prosecute the Paper's Executives under Danish (!) Law

On the subject of lawlessness...


Section 266B of the
Danish penal code: Any person who publicly or with the intention of
dissemination to a wide circle of people makes a statement or imparts
other information threatening, insulting or degrading a group of
persons on account of their race, colour, national or ethnic origin,
belief or sexual orientation, shall be liable to a fine, simple
detention or imprisonment for a term not exceeding two years. Section
140 adds, Those who publicly mock or insult the doctrines or worship
of any religious community that is legal in this country, will be
punished by a fine or incarceration for up to four months.








Presumably this is the portion of the legal code that Danish
authorities chose, unwisely, not to enforce, ignoring peaceful pleas for
justice from thousands of Danish Muslims.

That was a poor choice, one that the world's Muslims are now holding the nation of Denmark, and its government accountable for.

A great way to break the impasse now would be to PROSECUTE the paper's executives under this statute.

Inciting to riot is bad and should be prosecuted to the fullest extent possible under the laws of the country in question.

 Any girl can go to university wearing what she wills and have her
rights and freedom?
 

But when Muslimah wears a Hijab they prevent her from entering her

 When a child dedicates himself to a subject he has potentials.
 

But when he dedicates himself to Islam he is considered hopeless!
 
 

 


 When a Christian or a Jew kills someone his religion is not
mentioned, but when Muslim is charged with a crime, it is Islam that
goes to trial!
 
 


 When someone sacrfices himself to keep others alive, he is noble and
all respect him.
 

 

But when a Palestinian does that to save his son from being killed,
his brother's arm being broken, his mother being raped, his home being
destroyed, and his mosque being violated -- He gets the title of a
terrorist! Why? Because he is a Muslim!
 
 


 Whenever there is a trouble we try to find and solution to it and
generally accept any solution? 

 

But if the solution lies in Islam, we refuse to take a look at it.
 
 

 


 When someone else drives a car in a bad way no one blames him.
 

But when any Muslim makes the same mistake - people say Islam is the
reason!
 
 

 


 Without looking to the traditions of Islam, people believe what the
newspapers say.
 

But question is what the Quran says!

Peaceful protest rally in Karachi

KARACHI, Feb 16: Parts of Karachi remained closed and tens of thousands
of people rallied here on Thursday in protest against blasphemous
cartoons published in some European Newspapers.


Held against the background of mob violence during similar protests in
Lahore and Peshawar earlier in the week, the rally was peaceful and no
untoward incident was reported from any part of the city.


The protesters carried banners demanding �death to blasphemers� burnt effigies of western leaders in various areas.


The march was organized by Ahle Sunna wal Jamaat and over 20 allied
organisations and their leaders described it as the biggest ever
peaceful rally held in the city.


The administration had made elaborate security arrangements with large
numbers of law-enforcement personnel deployed along the M.A. Jinnah
Road through which the main procession passed.


Addressing the protesters, Mufti Muneebur Rahman, Chairman of the
Ruet-e-Hilal Committee, urged the Organization of Islamic Conference
(OIC) to convene an urgent meeting on the issue of cartoons which had
hurt the sentiments of the entire Ummah.


He praised the people of Karachi for registering their protests in a
dignified and peaceful manner and said that burning property, attacking
buses and killing people were against the teachings of Islam and the
Holy Prophet (peace be upon him).


Chairman of the World Islamic Mission Shah Anas Noorani, Maulana Abbas
Qadri, Professor Shah Fareed-ul-Haq and Shah Turab-ul-Haq Qadri also
addressed the rally.


Federal ministers belonging to the Muttahida Qaumi Movement
congratulated the people of the city and religious parties for holding
peaceful protests.


In a joint statement issued here on Thursday, Babar Khan Ghauri, Shamim
Siddiqui, Syed Safwanullah and Dr Aamer Liaquat Hussain said the rally
in Karachi had proved that no Muslim would tolerate blasphemy and that
while protesting against such acts, Muslims upheld dignity, decency and
values in accordance with the teachings of the Holy Prophet (pbuh).


They said that the peaceful protests in Karachi had foiled the designs
of elements who wanted to exploit the feelings of Muslims to achieve
their ulterior motives.

New Delhi: The outcry against the cartoons of Prophet Mohammad took an
ugly turn on Friday with Uttar Pradesh Haj Minister Haji Yaqub
Querashi announcing an award of Rs 51 crore for anyone who beheads the
Danish cartoonist who sketched the controversial Prophet cartoon.

Qureshi said whoever dares to agree to the terms will be given gold
equivalent to his weight.

He said was making the demand on behalf of the people of the city and
also demanded the recall of India's ambassador from Denmark.

The announcement was made in Qureshi's constituency, Meerut, where
Muslims took out a rally and burnt Danish flags.

Protests have also been held in other parts of Uttar Pradesh,
including Bulandshahr, Mau, Etah, Jaunpur, Bahraich and Muzzafarnagar.

Police had to fire in the air and burst tear gas shells in
Muzaffarnagar after members of two communities clashed.

Superintendent of Police Devendra Choudhry said at least six persons
were injured in the confrontation and that PAC and additional police
contingents had been deployed in sensitive areas of the town.

Five persons were injured in Hyderabad where protestors went on a
rampage looting shops and attacking a police patrol vehicle.

The trouble started after 'Namaz' at Mecca Masjid in the afternoon and
soon spread to other areas.

Police used batons near Charminar and Gulzar House while 6 gold and
textile shops were looted and some RTC busses were pelted with stones
injuring the passengers inside.

A PAKISTANI Muslim cleric and his followers have offered rewards
amounting to over $US1 million ($A1.35 million) for anyone who kills
Danish cartoonists who drew caricatures of the Prophet Mohammad that
have enraged Muslims worldwide.

Maulana Yousef Qureshi, a cleric in the north-western city of
Peshawar, said during Friday prayers he has personally offered to pay
a bounty of 500,000 rupees ($A11,377), and two of his congregation put
up additional rewards of $US1 million ($A1.35 million) and one million
rupees plus a car.

Qureshi repeated the offer at rally later in the city to protest
against the cartoons.

al-Qaeda leader and his deputy Ayman al Zawahri.

The cleric leads the congregation at the Mohabat mosque in the heart
of Peshawar. The mosque is located on a street known for goldsmiths'
shops.

Earlier this month a Taliban commander was reported as offering a
bounty of 100 kg of gold to anyone who killed a cartoonist who drew
the pictures.

The commander, Mullah Dadullah, also offered 5 kg of gold to anyone
who killed a Danish, Norwegian or German soldier.

Protests over the cartoons have turned violent in several Pakistani
cities this week and at least five people have died.

Some of the worst scenes were in Peshawar, the provincial capital of
North West Frontier Province and a stronghold of Pakistan's Islamist
opposition parties.

Bin Laden and Zawahri both carry $US25 million ($A33.86 million)
rewards on their heads for their role in the September 11, 2001
attacks on the United States that killed more than 3,000 people.

They are believed to be hiding somewhere in the tribal lands on the
Pakistan-Afghanistan border.

dissemination to a wide circle of people makes a statement or imparts
other information threatening, insulting or degrading a group of
persons on account of their race, colour, national or ethnic origin,
belief or sexual orientation, shall be liable to a fine, simple
detention or imprisonment for a term not exceeding two years. Section
140 adds, Those who publicly mock or insult the doctrines or worship
of any religious community that is legal in this country, will be
punished by a fine or incarceration for up to four months.

Its obvious you never saw the pictures yourself othwerwise you wouldn't
be spouting this garbage, which is good for a different situation. My
reaction to the pictures, and indeed most who organized the boycotts of
the pictures was not just because there were pics in Jyllands-Posten.
Why don't you actually view the pics and then measure your reaction to
them? Unlike most of the pseudo-intellectuals who are talking about a
feel good "i love kafirs" Islam, the real Muslims who are condemning
Denmark are doing so because of the actual content of the cartoons. I
am not going to tell you what they are. You need to do that yourself. I
will tell you this much. When I saw the cartoon, I wanted to break the
necks of the hypocrites who talk about freedom of _expression_. You are
part of the problem because you don't even know the problem. The
prophet of god was portrayed as a wild eyed killer. Do you know that,

When Islam reached its potential bringing the entire Arabian 
Peninsula into its fold, Prophet Mohammad became the statesman, the 
general and the religious leader.
  
His teachings of belief in one God, equality of humankind and seeking 
spirituality made his followers put him on the pedestal. As has 
happened with all the great prophets, people were considering even 
the dirt he walked on as holy. 
  
Even to this day, we hang pictures; make statues of our heroes and 
our leaders. Every king of era, or head of a town or state, had his 
portraits in public places and some of them had their statutes placed 
in every town. At that time period, people had the habit of making 
individuals divine.
  
Although he was the chosen one to deliver the message of God to 
mankind, the Prophet himself remained a simple soul. A few things 
relating to the subject about him;
  
In one of his sermons, he had said, that I am as human as you are, 
and when I die, please do not bury me in a special grave, bury me in 
an unmarked grave like every one else. 
  
I am a mortal and a messenger, the only one you have to worship is 
God and not anyone else. 
  
He stressed on individual responsibility to the point that he said to 
his own daughter that, on the day of reckoning, it will be her own 
deeds that will be her salvation. 
  
He lived a simple life, although he had the whole world to him, he 
chose to live in a small house and with no material accumulation. He 
was the King, but he did not live in opulence, he wanted to lead a 
spiritual life by example.
  
Does every Muslim follow his teachings to the Core? No! We are humans 
and we do make mistakes, an allowance has been made by God through 
the concept of forgiveness.
  
Can the world make judgments about Islam and Muslims with the acts of 
less than 1/10th of one percent of Muslims? (1% of 1.3 Billion == 13 
Million  10th of a percent comes to 1.3 Million  state department 
had released figures last year that about 450,000 people have 
enlisted in organizations that believe in violence. It is 1/30th of 
1% and to call the protest a representation of Muslims is grossly 
flawed.
  
The prophet saw the dangers in misplaced divinity, he wanted people 
to worship the one supreme God and not put any one or anything else 
on par with him. By the way, as in other faiths, God does not have a 
gender in Islam. 
  
He made a ruling that no one should paint his portrait, or put up his 
statue anywhere, he was making a strong point that people should, at 
not time make any mortal human, the divine. Only God is to be 
worshipped and no one else.
  
Over the years, Muslims have guarded this principle with great care. 
You will never see a Muslim worship any one but God. Muslims draw 
their pride in his teachings of equality, simplicity and 
spirituality. This is one simple reason why Muslims consider any 
painting of the prophet as sacrilegious. When Muslims stand shoulder 
to shoulder to pray to God, all distinctions between intellectuals 
and ordinary, rich or poor vanish, and when they chant Alla hu Akbar, 
i.e., God is Great, they are saying we are mortals and all of us are 
on par, and only God is great. It is to bring humility every time we 
recite Alla hu Akbar.
  
Those of you who would like to learn about the Prophet thru a western 
scholar, please read "Muhammad" by Karen Armstrong, it is available 
at all the bookstores.

vincibility.

Karate for sisters in East and North London. The instructor's email

The Prophet in the Face of AdversityAdil Salahi, Arab News  http://www.arabnews.com/?page=5section=0article=77558d=10m=2y=2006pix=islam.jpgcategory=IslamQuestion  During the time I have been working in Taif, I heard people saying to someone who had a complaint, “Here in Taif, the Prophet (peace be upon him) was ill-treated. Why should you expect any better?” This sounds strange coming from Muslim people who seem to be proud of their ancestors’ attitude to the Prophet. Please comment. Answer  No Muslim could be proud that an ancestor of his, distant as he may be, had dealt badly with the Prophet. A Muslim is proud of his ancestors who
 showed commitment to Islam and the Prophet, whether in his lifetime or in later generations. At the time of the Prophet, Taif was the town where the tribe of Thaqeef lived. The Thaqeef people were known as very proud and would not easily yield to any one else’s authority. When they realized that Islam was the true faith and they should follow it, they tried to negotiate a deal with the Prophet to give them a special status, allowing them certain practices that Islam prohibits. But he refused and they eventually yielded. Some people living in Taif today are the descendents of Thaqeef and they may have some of the traits of their
 ancestors. But their pride does not mean that they would endorse what those people of Taif did to the Prophet when he sought their help. There have been many great personalities from Thaqeef who served Islam in a variety of ways, showing total commitment to it.Having said that, I am afraid you may be interpreting the remark in the wrong way. Could it be offered as a soothing word, reminding someone who has just received some harsh treatment that even the Prophet had to bear with something of the sort during his lifetime? If you find someone passionately complaining of ill treatment, you may say to him: “Why do you take it too much to heart? Even the Prophet was at the receiving end of bad treatment and he bore that without harboring any grudges against the perpetrators.” When he was offered the choice of having divine punishment inflicted on them, he refused and expressed the hope that they would have God-fearing progeny. I assure you that his wishes came true, because God always granted him what he wished for. So, to brand the people of Taif as hard or disrespectful of the Prophet because of what some of their ancestors did is certainly wrong, because the Islamic rule mentioned several times in the Qur’an is that: “No soul shall bear responsibility for another person’s sins.” Children do not bear responsibility for their parents’ mistakes. In conclusion, I should perhaps remind you that most of those who ill-treated the Prophet at the time of his visit to their city became Muslims a few years later, and they served Islam well. Question  Some people suggest that the Prophet was not a brave man. They cite certain examples, such as the Battle of Uhud, when he gave his sword to Abu Dujanah, rather than fighting himself. He also had many
 people rushing to his defense. They also cite the fact that he migrated to Madinah secretly, rather than in the open. Please comment.Answer  The Prophet was renowned for his bravery. Ali ibn Abi Talib, who was one of the bravest soldiers of Islam, said: “When the going was really hard, we sought shelter with the Prophet, and he would be the closest of us to the enemy.” When he gave his sword to Abu Dujanah, he did not mean to evade fighting the enemy. He simply wanted to make it a gesture of encouragement. He offered
 the sword “for the right price,” which was “to fight the enemy with it and never to turn away.” This was a way to seek a commitment from the one who took it to fight hard. The Prophet was not left without a sword. To do so would not be wise, as the battle was imminent. Nor was it a negative point that others rushed to his defense. What happened was that during the battle chaos overwhelmed the Muslim ranks and they began to flee. This is clearly mentioned in the Qur’an: “Remember when you ran away, up into the mountain, paying no heed to anyone, while the Messenger was at your rear calling out to you. Therefore, He rewarded you with sorrow after sorrow so that you may not grieve over what has escaped you, nor over what had befallen you. God is aware of all that you do.” (3: 153) This left a chance for the unbelievers to try to kill the Prophet and a determined force of them concentrated their attack on him. This is when a few of his followers tried to shield him. Several of them were killed, and Talhah received numerous injuries. The Prophet himself was injured, but he was never shaken and remained steadfast. In the Battle of Hunayn, something similar happened, and the believers were running away. It was the Prophet who drew very close to the enemy shouting loud that he was the Prophet and challenging his enemies. No one could be braver than him. As

Dehydration has killed at least seven people in Somalia in the past
month as severe water shortages from an east African drought force
many to drink their own urine.

In neighboring Kenya, the drought-related death toll of at least 40
rose as police said four women on a desperate hunt for water were
killed in the collapse of a nearly dry well in the parched northwest.

And in both countries, along with Ethiopia, a veterinary charity
warned that livestock face complete decimation, further threatening
pastoralist populations without urgent action.

In southern and central Somalia Oxfam International said communities
were living in searing 40-degree centigrade (104 Fahrenheit) heat with
only three glasses a day per person for drinking, washing and cooking.

The situation is as bad as I can remember, said Abdullahi Maalim
Hussein on Thursday, a Somali elder who accompanied a recent Oxfam
assessment mission to the worst-hit areas.

Some people are dying and children are drinking their own urine
because there is simply no water available for them to drink, he said
in a statement released in Nairobi by the British-based group.

The tiny amount of water available, for which many families have to
walk up to 70 kilometers (45 miles) to get, is one-twentieth of the
daily supply recommended by minimum humanitarian standards, Oxfam said.

The group's assessment mission said at least seven people and
potentially many more had already died from drought-related
dehydration since mid-January and that the number would almost
certainly rise even with emergency aid.

The situation will get worse unless swift action is taken, said
Mohamed Elmi, Oxfam's regional program manager. People cannot survive
on just three glasses of water a day when the temperature is hitting
40 degrees.

The drought threatens millions across east Africa, 1.7 of whom live in
lawless Somalia where relief operations are hampered by rampant
insecurity, war-shattered infrastructure and a lack of even the most
basic services.

Of the Somalis at risk, Oxfam said about 200,000 living along the
Kenya-Somalia border in the Gedo and Lower Juba regions are in dire
need of urgent water supplies.

About eight million people in four east African countries, Djibouti,
Ethiopia, Kenya and Somalia, are now in need of food assistance to
stave off drought-related starvation.

Livestock-dependent pastoralist communities that live in the affected
areas have been hardest hit as cattle, goats and camels die in
unprecendented numbers from hunger and thirst.

Many international appeals for aid have focused on dire shortages of
food and animal fodder, but Oxfam said the lack of drinking water in
Somalia was critical.

As well as food, these communities desperately need water, it said.
Without water children will die, and the livestock on which
pastoralists depend will end up as rotting corpses around dry wells.

In Kenya's northwest Turkana district, dried up rivers and barren
boreholes led the deaths of the four women, including two sisters, in
the well collapse late last week in a remote area near the
Kenyan-Sudanese border, police said.

They were buried alive on Friday after the sands of the well caved
in, Turkana Police Commander Julius Muli told AFP, adding that his
office had not learned of the collapse until Monday. Water shortage
here is a big problem.

In northeast Kenya, the British-based Society for the Protection of
Animals Abroad (SPANA) said that 90 percent of donkeys, 70 percent of
cattle and 60 percent of camels have perished since the drought began
to bite.

Without urgent action, it said livestock throughout the region face
decimation as it launched a drive to provide emergency fodder for the
animals.
