CAIRO, Dec 7 (IPS) - For the last several months, politicians of all
stripes have awaited release of the Muslim Brotherhood movements political 
party manifesto. According to spokesmen for the group, the document is intended 
to clarify the positions of the Muslim Brotherhood -- Egypts largest 
opposition force -- on a range of issues.

The party programme aims to explain the Brotherhoods reform project, Saad 
al-Din al-Kitatni, leader of the groups bloc in parliament, was quoted as 
saying in late October. It will serve to clarify the Islamic basis on which we 
hope to eventually establish an official political party.

The Muslim Brotherhood was first established in the 1920s but has been 
officially banned since 1954. While the group remains formally outlawed, its 
members can run as nominal independents in parliamentary elections.

In late 2005, the Brotherhood scored a surprise victory in a hotly
contested parliamentary race. Despite widespread electoral fraud by the ruling 
National Democratic Party (NDP) of President Hosni Mubarak, the Islamist group 
captured a total of 88 parliamentary seats -- roughly a fifth of the otherwise 
NDP-dominated assembly.

Over the course of the last year, however, the Muslim Brotherhood has become 
subject to an ongoing campaign of arrests by police and
vilification in the official media.

In December of 2006, a small rally held by Brotherhood-affiliated
students was depicted by the state press as the advent of an Islamic militia. 
Since then, more than 300 of the groups members have been arrested on various 
charges.

Early this year, 40 of the movements leaders were referred by
presidential decree to a military tribunal where they currently face
charges of financing the activities of a banned group. The move came in 
tandem with constitutional changes granting the President broad powers of 
arrest, including authority to refer suspected terrorists to military courts.

Along with threats of incarceration, the Muslim Brotherhood also faces mounting 
criticism from civil society and secular opposition figures.
They claim that -- despite the groups significant parliamentary
presence -- its political agenda remains largely unknown.

In August, under pressure to provide a degree of insight into its policy 
orientations, the groups leadership distributed a preliminary draft of its 
official party manifesto. Hoping to avoid unnecessary controversy, only a 
select handful of academics and civil society figures received copies of the 
document.

Despite this precaution, however, contents of the draft were soon leaked to the 
local press. In the ensuing debate, critics seized upon two aspects of the 
document, which, they claimed, confirmed the
undemocratic nature of the Islamist movement.

First, non-Muslims and women would be disallowed from serving as head of state, 
that is, as president of the republic. Secondly, the charter stipulates the 
establishment of a vaguely defined council of Muslim scholars mandated with 
overseeing legislation.

Human rights organisations were quick to register their disapproval of the 
document, with some calling it discriminatory.

Barring non-Muslims or women from political office contradicts
international human rights conventions signed by Egypt, Hafez
Abu-Saeda, secretary- general of the Cairo-based Egyptian Organisation for 
Human Rights told IPS.

Abu-Saeda also censured the notion of a council of religious scholars
with the authority to influence lawmaking.

The idea of such a council negates the concept of the modern state, he said. 
As is the case in Iran, such a system puts the authority of religious scholars 
above that of the people.

Abu-Saeda went on to say that the draft manifesto lacked sufficient
attention to pressing economic issues.

In contrast to Turkeys successful Islamist-oriented Justice and
Development Party, the Muslim Brotherhoods party programme focuses on 
religious issues while failing to make substantive references to the economy, 
he said.

Diaa Rashwan, an expert on political Islam at the semi-official Al-Ahram Centre 
for Political and Strategic Studies, was no less critical.

The programme essentially aims to change how society is administered, 
Rashwan, one of those to receive an advance copy of the manifesto, told IPS. 
No single political movement can unilaterally change the rules of the 
political process.

He also criticised the documents relative lack of detail about the
proposed council of scholars.

Until now, the precise role of this council remains indeterminate,
said Rashwan. There are still ambiguities about the extent of its
authority and how exactly it would be formed.

A great fire broke out in a lecture hall in the Faculty of Arabic and Islamic 
Studies, Al-Azhar Zagazig Girls Campus, today's afternoon. The 
electrically-caused fire led to a partial collapse in the roof of the lecture 
hall, leaving 5 girl students dead and other 130 injured. Noteworthy, main door 
of the hall was locked which forced the girls, who were in waiting for their 
professor, to scramble towards a very tight sub-entrance.
In a related context, eye-witnesses told Ikhwanweb that there is an intensive 
security appearance outside the state-run hospitals, where the injured girls 
receive medical treatments; denying their relatives any access to them.
On his part, Dr. Rashaad Al-Bayoumi, an MB Executive Bureau Member and 
university professor, commented on the accident saying that this tragedy stands 
as decisive evidence on the absorption of university guard in political action 
on the expense of campus security and safety. The regime prospered to draw a 
sketch of miser over all aspects of life in Egypt he added its atrocities 
aggravate from day to another.

Current Gujarat elections, irrespective of their results, will remain etched in 
the memory of the nation for wrong reasons. Gujarat witnessed the burning of 
Sabarmati express at Godhra in Feb 2002. The carnage which followed this train 
accident claimed the lives of thousands of innocents and simultaneously 
polarized Gujarat along religious lines. The process of ghettotisation of 
Muslims and the fear of minorities constructed in the minds of majority 
community are staring in our face. At the same time the threads of democratic 
nationalism, national integration are breaking rapidly. While various citizens? 
inquiry reports did point out the pre planned nature of the pogrom and the role 
of RSS combine led by Modi in the carnage, we could all see the same for 
ourselves thanks to the Tehelka. The consequent polarization led to the victory 
of the leader of the carnage back to power in the elections which took place a 
bit later. In the elections of 2002, the main opposition party,
 Congress did not gather strength to take on Modi with full vigor. One of the 
reasons was that Modi deflected the criticism directed again him and against 
RSS combine as the insult to 5 crore Gujartis, and his assertion was well 
received in a section of society.

The Tehelka sting showed some of the perpetrators boasting about their crimes 
in front of the camera, and this made most of the people realize once again the 
gravity of the crime. Now most of the society got a direct feel of what had 
happened, who did it. Society also registered that the reports of citizens 
groups were on the dot in pinpointing the malaise of Gujarat society. It was in 
this background that Sonia Gandhi in her election campaign called the Modi led 
BJP as the merchants of death. Modi realized that the truth is being said after 
all, and tried to raise the communal and criminal sentiments by justifying the 
extra judicial killing of Sorabuddin, who was killed in a fake encounter by the 
police. 

The ploy was that since a section of society has been communized enough, the 
illegal act of killing someone will get him sympathy votes. He took ?credit? 
for this ?bravery? of killing of Soharabuddin and his wife. Human rights 
workers raised the issue of Modi communalizing and criminalizing the people?s 
mindset. And as is his wont, he presented the criticism against him as the 
insult of people of Gujarat, of Gujarat itself!

Usual damage control exercises unrolled, he has been quoted out of context, he 
does not justify the extra judicial killings etc. But the damage was done and 
election commission took a serous note of it. The frail nature of legal 
mechanism, as to how a democratically elected chief minister, takes oath in the 
name of constitution, than openly incites the public and tries to bask in the 
?glory? of this illegal act done by state machinery, is there for all to see.

The larger issue of democratic norms, morality and polity are put at the 
backburner, with the leaders doing their electoral arithmetic of what will help 
them more in getting the power. Now the issue can be discussed at the level of 
legalities and also at the level of electoral arithmetic. All these do have 
their importance but one also needs to be concerned about the deeper and 
broader issues related to our constitution, as to what is happening to the 
values of democracy enshrined in our constitution?

In Gujarat the legal norms have been put aside in matters of rehabilitation and 
in the post violence justice. In ?regular? life patterns, now a section of 
Muslims are willing to bend on their knees to survive, willing to ?forgive? 
unilaterally, while no body is caring to ask for their forgiveness. The 
?charisma? of Modi is on the rise. He was keeping the communal card, under 
wraps till the word Merchants of death was hurled upon him. And then he 
unraveled his communal face with full force just before the polling. All this 
sounds so unusual but we are becoming used to the prevalence of these things. 
Does it ring familiar to something which happened in history? While there are 
lot of differences from what happened in Germany some similarities are too 
glaring.

The targeting of minorities, the total abolition of democratic space, the 
social common sense directed against the minorities and secularists, and 
consensus built around the fascist state are very similar. ?Kill them, kill 
them? is what Modi could easily extract from the section of crowd for 
Soharabuddin. What distinguishes Gujarat from the Germany?s state of affairs in 
30s and 40s of last century is that here the process is taking place at a 
slower pace and the same process is on with different intensities in different 
states of the country. So can we use the term Chronic Fascism in Gujarat in 
contrast to acute fascism of Germany. Whole of Germany was totally gripped by 
this politics, while in India Gujarat is worst but all the

4.  Updates Plant Management of the import schedule of purchases,
status of local purchases and directs the expediting of the items to
meet production and maintenance schedules and objectives.

5.  Approves procedures for co-ordination of customs activities with
local authorities to ensure expeditious import of equipment and
consumable materials required for operating and maintaining the
facility.

6.  Supervises subcontract agreements with local and foreign
suppliers of materials and services.

7.  Reviews subcontract proposals and obtains management approvals
for implementation.  Prepares and negotiates subcontracts for the
catering and transportation services to support the plant requirements.

8.  Interfaces with Plant Management, Operations and Maintenance
Departments to ensure timely requisitioning, approval, purchase and
delivery of spare parts and consumables.

9.  Supervises Customs controls activities and Liaises with local
authorities to ensure expeditious release of imported materials from the
Customs.

10.  Supervises and co-ordinates the administrative activities related
to the receiving and security of all materials and equipment until their
receipt in the warehouse.

11.  Maintains a list of local and foreign suppliers and catalogs their
capabilities to provide equipment and materials.

12.  Interviews suppliers and evaluates their competitiveness regarding
pricing and delivery capabilities.

13.  Implements the administrative tracking system to review supplier
pricing before making recommendations for purchase.

14.  Conducts local surveys prior to job commencement to ascertain the
availability of local goods, services and workforce to facilitate the
support activities of the campsite administrations.





Qualifications :

1.  Minimum of ten (10) to twelve (12) years purchasing experience
in the international process plant or hydrocarbon processing industry.

2.  Requires extensive technical knowledge of standards and
specifications for equipment fabrication.

3.  B.S. Degree in a Business related discipline.

4.  Must be fluent in both the written and spoken English language.

5.  Must be computer literate and have experience with standard
office computing equipment and software and procurement and parts
management software.

A THOUGHT
A human being has in each day 24,000 breaths - in and out. In every
in-and-out breath, there is an action, whether good or bad. Every breath
in is an act, and every breath out is an act. Whether you breathe in or
breathe out you expend effort, energy. So you are doing at least 24,000
acts every day. Think, then, whether these acts are like dead trees that
have to be cut and thrown into fire or like living things that must be
put into eternal area of heaven.

  Official Decision and Announcement of the High Judiciary Council of Saudi 
Arabia... 
  Just a short time ago, Fatwa-Online was informed of the official decision and 
announcement of the High Judiciary Council (HJC) of Saudi Arabia that since the 
moon of Dhul-Hijjah was sighted yesterday evening here in Saudi Arabia, we 
shall be completing twenty nine (29) days of Dhul-Qi'dah, inshaa.-Allaah. 
  Subsequently, 1 Dhul-Hijjah will be today, Monday 10 December 2007, and the 
Muslims performing Hajj will be in 'Arafah on Tuesday 18 December (9 
Dhul-Hijjah 1428), and the Muslim Ummah shall be celebrating 'Eed al-Adhaa on 
Wednesday 19 December, (10 Dhul-Hijjah 1428), inshaa.-Allaah.

Did we get a bill from Allah?

A man reached 70 years of age and was affected by a disease which made him 
unable to urinate. The doctors told him that he needs an operation to cure the 
disease. He agreed to do the operation as the problem was giving him severe 
pain for days. When the operation was completed the doctor gave him a bill 
which covered all the costs. After looking at the bill, the man started crying. 
Upon seeing this, the doctor said If the cost is too high then we could make 
some other arrangements for you. The old man replied, I am not crying because 
of the money but I am crying because Allah let me urinate for 70 years and He 
never sent me a bill!
Subhanallah! 

And He gave you of all that you asked for, and if you count the blessings of 
Allah, never will you be able to count them… Al Quran (14:34)

CONCLUSION
We rarely thank Allah for these things which are indeed great favors. Take a 
little pause and think for a while about the bounties of Allah Almighty within 
yourself. May Allah grant us the ability to recognize His bounties and thank 
Him often.
