It was last updated at 00:05 on March 17 2008. Bear Stearns marks the moment when the global financial crisis went critical. Up until last Friday, it had been possible - just about - to believe that the worst was over and that things were about to get better. That pretence was stripped away when JP Morgan, at the behest of the Federal Reserve, stepped in when the hedge funds pulled the plug on the fifth-biggest US investment bank. It is now clear that no end is in sight to the turmoil, and the reason for that is that the Fed and the US treasury are no closer to solving the underlying problem than they were eight months ago. The crisis will only end when house prices stop falling and banks stop racking up huge losses on their loans. Doing that, however, will require the US government to intervene directly in the real estate market to end the wave of foreclosures. Ideologically, it is ill-equipped to take that step and, as a result, property prices will fall and the financial meltdown will go on and on. Ultimately, though, action will be taken because there will be political pressure for it. Indeed, it is somewhat surprising that there is not already rioting in the streets, given the gigantic fraud perpetrated by the financial elite at the expense of ordinary Americans. The US has just had its weakest period of expansion since the 1950s. Consumption growth has been poor. Investment growth has been modest. Exports have been sluggish. But if you are at the top of the tree, the years since the last recession in 2001 has been a veritable golden age. Salaries for executives have rocketed and profits have soared, because the productivity gains from a growing economy have been disproportionately skewed towards capital. *Patriotic * For ordinary Americans, though, it has been a different story. Real wages have been growing slowly; at just 1.6% a year on average over the latest upswing, well down on the experience of earlier decades. Business, of course, needs consumers to carry on spending in order to make money, so a way had to be found to persuade households to do their patriotic duty. The method chosen was simple. Whip up a colossal housing bubble, convince consumers that it makes sense to borrow money against the rising value of their homes to supplement their meagre real wage growth and watch the profits roll in. As they did - for a while. Now it's payback time and the mood could get very ugly. Americans, to put it bluntly, have been conned. They have been duped by a bunch of serpent-tongued hucksters who packed up the wagon and made it across the county line before a lynch mob could be formed. The debate now is not about whether the US is in recession but how deep and long that recession will be. Super-bears have started to say that this is perhaps The Big One, by which they mean the onset of a new Great Depression. The need to rescue Bear Stearns has done little to still those voices. As the economics team at HSBC recently pointed out, there has been a catastrophic breakdown of trust, and when that has happened in the past - the US in the 1930s, Japan in the 1990s - chucking extra money at the banks in the hope that they will start lending again proves ineffective. It's not hard to see why trust has become such a rare commodity: Wall Street at the height of the securitisation mania had, in effect, become London at the time of the South Sea Bubble crisis in 1720. Vast quantities of funny paper were changing hands even though those involved in the deals had no idea of their true worth. Nor did they care. Inevitably, now the bubble has burst and the huge Ponzi securitisation scam has been exposed, there has been a reaction. The securitisation market is dead, there is less money sloshing round the system, banks are hoarding their cash. Having allowed the housing boom to rage out of control for too long and then delaying cuts in interest rates until the housing market was gripped by recessionary forces, the Fed is now trying to make up for lost time with a burst of hyperactivity. It will cut interest rates on Wednesday and keep cutting them: financial markets expect the Fed funds rate to be 1% by the summer, and they are probably right. In most downturns, easier monetary policy does the trick. Lower interest rates make it cheaper to borrow and also change the trade-off between saving and spending. This may not be the usual sort of downturn, however, with consumers going through a period of debt revulsion after the excesses of recent

Final Communique of the First Conference of Humanitarian Organizations in the OIC Member States Date: 10/03/2008 - The First Conference of Humanitarian Organization in the OIC Member States gathered in the resort of Sally Portudal in the Republic of Senegal from 7 to 9 March 2008, - Inspired by the provisions of the Ten-Year Programme of Action to meet the challenges facing the Islamic Ummah in the Twenty-First Century adopted by the Extraordinary Session of the Islamic Summit Conference held in Makkah Al Mukarramah, the Kingdom of Saudi Arabia, in Dhulqaadah 1426H (December 2005); - In pursuance of the resolutions adopted by the 34th session of the Islamic Conference of Foreign Ministers, held from 28 to 30 Rabiul Thani 1428H (15-17 May 2007) in Islamabad, Islamic Republic of Pakistan; - Guided by the outcome of the Consultative Meeting Preparatory to the First Conference of Humanitarian Organizations in the OIC Member States, which was held in the City of Doha, Qatar, on 15-16 January 2008. -Upon the kind invitation of His Excellency Mr. Abdoulaye Wade, President of the Republic of Senegal; - And given the belief of charitable and humanitarian organizations in the importance of joint humanitarian action, of ensuring the conditions of its success and raising its standard through cooperation with the Organization of the Islamic Conference, makes the following recommendations: I.Recommendations of the Workshop on Capacity Building and Databases 1. Call on government bodies to support the capacity building programmes of charitable and humanitarian organizations and to develop this sector so as to ensure the scientific professionalism required to contribute effectively to development efforts. 2.Root the concepts of humanitarian work in Islamic values and principles. 3.Establish within the OIC a centre for studies, information and training to be concerned with the work of organizations, disasters, crises and development needs in the Member States, it being understood that the States and humanitarian organizations will contribute to its establishment and provide it with information 4. Work towards benefiting from the expertise and the efforts of international organizations in building the capacities of Islamic organizations and in developing databases. II. Recommendations of the workshop on the national legislations on charitable and humanitarian action in the OIC Member States. 1. Observe within the framework of the national legislations and the establishment of oversight institutions a balance between the independence of charitable and humanitarian institutions and the criteria of control and oversight according to the best international practices. 2. Encourage consultation and particular participation with the charitable and humanitarian organizations in drawing up or developing national legislations. 3.Prepare formulations of legal models, rules and regulations for charitable and humanitarian work within the framework of the OIC to be used as a guide and inspiration by the Member States. 4. Establish a committee in Member States’ parliaments and councils in charge of relations with humanitarian and charitable organizations in these States. 5. Energize the role of Zakat, Waqfs, financing and local donations in Member States to support charitable and humanitarian action and fill the legislative gaps therein. 6. Endeavor to adopt codes of conduct and a code of honor for humanitarian and charitable action in the Member States of the Organization of the Islamic Conference. III – Relations between Humanitarian Organizations and the Organization of the Islamic Conference 1. Welcome the adoption of consultative status to regulate and advance the relationship between humanitarian organizations in the Member States and the OIC in pursuance of resolutions 1/34-ORG and 3/34-ORG adopted by the Islamic Conference of Foreign Ministers, calling upon Member States to support the Secretary-General’s efforts to that end. 2. Endeavor to develop the relationship between humanitarian organizations and the OIC in accordance with the best practices at the international level. 3. Note - may Allaah bless you - that our great religion firmly warns us against forming relationships between the sexes outside the framework of marriage and firmly closes the door to the calamity of introduction programs that are propagated by means of newspapers, magazines and the internet. These warnings are a means of warding off fitnah (temptation and tribulation) and preventing love affairs which usually lead people to commit acts of grave immorality and transgression of the sacred limits set by Allaah - Allaah forbid - or they lead them to marriages that end in failure and are filled with suspicion and mistrust. First of all, you made a mistake by entering the chat room before knowing what the Islamic ruling on that is. Then you made another mistake by forming a relationship and friendship with a young man who is not related to you. Beware of making a third mistake by marrying him because he claims to love you sincerely and you are afraid that he may commit suicide! Marriage that is not based on a sound Islamic foundation is doomed to end in failure and regret. A young man who has spent all this time forming a relationship with a girl through chat rooms and telephone calls is in fact a young man who has no religious commitment, modesty or manners, and he cannot be entrusted with the honour of the Muslims. His threat to commit suicide means one of two things: Either he is sincere in his threat, which means that he is very weak in faith, because killing oneself is a major sin - may Allaah keep us safe and sound; Or he is lying, which means that he is a hateful opportunist and a fool, as well as a selfish individual who cares only for his own personal interests. If you were to marry this person, it would not take very long before suspicions arose which would lead to him losing trust in you and not having a peaceful or relaxed life with you. From his point of view, a girl whom he gets to know through talking on the phone or through chat rooms cannot be trusted not to form relationships with others. This will occupy his thoughts and make him anxious. Finally, you should note that this advice which we are offering to you is based on sincere concern for you. You should learn a lesson from the experience of other girls who have fallen victim to love relationships and lost their honour as a result. You should give up this young man immediately and repent to Allaah and ask His forgiveness, and praise Him for saving you from committing immoral actions even though the means that lead to them are easily available. You should also praise Him for putting obstacles in the way of this marriage, through your family's refusal. Start a new life filled with purity and chastity, regret and prayers for forgiveness, keeping away from the things that lead to temptation and immorality. Do a lot of righteous deeds, read a great deal of Qur'aan, and attend many righteous gatherings. With time, your relationship with this person will fade, for it is based on emotions that are not based on shar'i guidelines or wise thinking. Beware lest the Shaytaan ensnare you and makes you think that you cannot forget or sever the relationship forever; these are just whispers and tricks, and devilish attempts to keep you in the hell of love and emotion, and distract you from the higher aims of sincere devotion and submission to Allaah and constant striving to please Him. But as a pool of blood spread across her desk and spilled on to the floor, a wall of screams rose from the classroom of the UN elementary school for girls in Khan Yunis. At that point Raghda was still crying for help. By the time she was hauled into the trauma room of a neighbouring hospital she was silent. For five crucial days the army blocked Raghda's transfer to an Israeli hospital with the facilities to offer a glimmer of hope. An infection set in. On Tuesday doctors told her father, Adnad, that she was brain dead. The bullet entered under her eye and went out the back of her head, Mr Alassar said. It took them a long time to stop the bleeding, and her heart stopped and they gave her shocks. From that moment she was like a dead body, although she wasn't dead. I find it so difficult to believe what happened to my daughter. She was at school, just carrying her notebook, not a gun. What is my daughter - nine years old - guilty of that she has to be shot? It's state terror against the whole population. In recent weeks the Israelis have again been preoccupied with terrorism, from the murder of 16 people in the Beersheba bus bombings to the slaughter of Russian schoolchildren in Beslan, which received blanket coverage. During the six months of relative peace for Israelis, until the Beersheba bombings, the army killed more than 400 Palestinians. Most were fighters, but they also included about 40 children under 15. Palestinians say this also is a form of terror. We're always listening for the helicopters, listening for the tanks, listening for the bombs, said Khitam abu Shawarib, the only social worker in Rafah refugee camp, on the southern tip of the Gaza Strip. I am very sorry when I hear of a Jewish woman or children killed. I think it is wrong and many people here think it is wrong. But what the Jews suffer is nothing to the terror we live with from them. It takes such a toll on our health, on society, most of all on the children. Israelis live in fear of random attacks, principally the suicide bombing of buses and cafes, and shootings in the occupied territories. But they are generally safe in their homes and are more likely to be killed in a road accident than by a bomb. In southern Gaza and parts of the West Bank there is often no sanctuary from the seemingly relentless, indiscriminate Israeli shooting. Israel classifies Gaza Strip towns such as Rafah and Khan Yunis, and Nablus and Jenin in the West Bank, as war zones. That, the army says, justifies the firing of powerful sophisticated weapons into residential areas or the bulldozing of scores of homes each month, ostensibly in search of rarely discovered tunnels for smuggling in weapons. Barely a night passes in Rafah or Khan Yunis without the machine-gun fire that has shredded hundreds of homes, forcing families to sleep in a single inner room behind bricked up windows or a second wall. Others live in the rubble of their bulldozed houses, perpetually in the firing line from the rarely seen soldiers high in the gun towers. A fortnight ago 15-year-old Mazen al-Ara was trying to lead his siblings away from tanks and heavy shooting around their house on the edge of the Philadelphi Road, the highly militarised border at Rafah. The army had partially destroyed the family home months before, but the Aras went on living there because they had no money to move. Usually they sheltered in an inner room when the shooting began, but that night it was so intense that Mazen said they would all be killed if they stayed. As he led the terrified group into the street, Mazen was caught by a burst of fire. The boy died; doctors took 18 bullets from his body. A few days earlier 10-year-old Munir al-Daqas left his home in Jabalya refugee camp to visit his grandparents' house five minutes' walk away. Israeli tanks were on the far side of the camp, but no one saw any danger in the heart of Jabalya, around its bustling market, in daylight. It must have been a sniper, his mother, Kifah, said. People told me as I was shopping in the market. I couldn't believe it. Munir was just there with me and now they were saying he was dead. Mrs Daqas unfolded a picture of the semi-naked body of her son in his grave. There is a bullet wound in the chest and another in the groin. In four years of intifada, the Palestinian Centre for Human Rights says, the army has killed 136 children in Rafah and Khan Yunis, a quarter of all the Palestinian

Facebook gets entangled in Middle East conflict By Joseph Nasr Complaints by Jewish settlers angry at Facebook for listing them as residents of Palestine prompted the popular social networking Web site to allow users to switch themselves back to Israel. Facebook users living in Maale Adumim, Ariel and other large Jewish settlements in the occupied West Bank protested when the site automatically listed their hometowns as being in Palestine. A group of settlers accused the California-based company of having a political agenda. I was surprised and disappointed to find that my hometown of Ariel is listed in Facebook as being part of a country called 'Palestine,' wrote Ari Zimmerman in a posting on Facebook. I am a citizen of Israel, as are all of the other residents of Ariel. We do not live in 'Palestine', nor does anyone else. Brandee Barker, Facebook's director of communications, said users living in major settlement blocs can now choose between being listed as residents of Israel or Palestine. Facebook users in the Israeli West Bank settlements of Maale Adumim, Beitar Illit, and Ariel can now choose between Israel and Palestine, Barker said last week in an email to Reuters. Israel wants to hold onto Maale Adumim and other major settlement blocs under any future peace deal with the Palestinians. We also offer Hebron in both Israel and Palestine, Barker said, referring to the major West Bank city which is home to about 150,000 Palestinians and some 400 Jewish settlers. Barker said about 18 West Bank settlements were currently listed on Facebook and that many more would be added in the future, giving users the option of choosing Israel or Palestine. In a posting on a Facebook page used by settlers, Channah Lerman wrote: Be aware! Should you restore the cities of Judea, Samaria (the West Bank) ... people will get more enraged than they are already. Palestine is not a country. RIVAL GROUPS Palestinian users have set up their own Facebook group whose members threatened to cancel their accounts if Palestine was removed from the site. Called If Palestine is removed from Facebook, I am closing my account, the group has over 4,700 members. We created this group to let our voices be heard not only among Facebook's management but all the users, and to tell everyone that Palestine is and will always be a country, Saif Qadoumi, the group's 20-year-old founder, told Reuters. Sara Al, a group member, urged users in one entry to join a group called It's not Israel, It's Palestine, saying it was a response to another group set up by Israeli users advocating the opposite message. Please join to beat another group called 'It's not Palestine, it's Israel' which has 13,000 members, she wrote. Israel captured the West Bank in the 1967 Middle East war, and annexed Arab East Jerusalem in a move that has not won international recognition. It regards all of Jerusalem as its capital. Facebook, for its part, identifies Jerusalem as part of Israel. Palestinians want East Jerusalem to be the capital of the state they aspire to establish in the West Bank and Gaza Strip. We have seen the news that the Chief Prosecutors of Supreme Court Of Appeals have filed a case for banning the ruling AK party for violation of their sacred principle of secularism. What violation they have done , they have withdrawn ban on wearing hijab or scarf covering head by the university students anf to allow that they have amended a few sections of law.The case also demands exclusion of the President Mr Abdullah Gul and the Prime Minister Mr Erdogan from politics. Nobody has any doubt that some sinister gang has planned this. The ruling party which came to power with thumping majority in a free election only recently has condemned this effort as an effort to derail the democratic advancement of the country. However as it appears in Turkish press the AK party has taken the issue calmly , not organizing any public protest and has decided to face it legally. ,” A Turkish paper reports that, the atmosphere within the ruling Justice and Development Party (AK Party) was one of shock on Friday when news hit the media in the early evening hours that the chief prosecutor of the Supreme Court of Appeals had applied to the Constitutional Court for the party's closure on charges anti-secular activities. But they were quick to get over the initial surprise and resolved to remain calm at all costs at the end of an ad hoc meeting on Friday night. The AK Party has decided to set up a committee chaired by Deputy Prime Minister Cemil Çiçek to defend itself against Prosecutor Abdurrahman Yalçinkaya's indictment. Another decision that came out of Friday's meeting was to warn all party administrators and deputies not to speak to the media about the closure case unless instructed otherwise by the party administration. The first official announcement on behalf of the AK Party was Thinking about the future of Turkey is not just the duty of the AK Party. Those who hurt Turkey will pay in history for what they do. It is again our responsibility to invite our nation to act with common sense. We will, until the very end, own up to the responsibility of representing the nation entrusted to us on July 22. We will not allow the eradication of the democratic advances our nation has made. Some judicial organs should stop using the law as an instrument for power struggles. Everyone will need the law at some point. Democracy and the law cannot be poised against each other. Turkey does not deserve such a scene. We deplore the Turkish development and request all human rights groups, the democratic governments and international organizations to take note of the situation and help Turkish government to face this obviously planned assault on democracy.
