How dare you support a man who has written a book in which he degrades the Holy 
Prophet of Allah! Are our memories so short? This is the same man who had to go 
into hiding after a controversial book he wrote. He is the same as that 
cartoonist from Denmark who has degraded the Holy Prophet of Allah! How can you 
allow someone to promote his work on this forum? Where is you heads? I 
honestly thought this was a Pro-Islam forum, but I can see you allow any 
nonsense to be displayed on this forum. How can you be Pro-Islam if you allow 
this crap?!?!?!? He is a traitor to Islam and you have the nerve of promoting

Florence is magnificent, says Ursula K Le Guin



From the sea of stories our master fisherman has brought up two gleaming, 
intertwining prizes - a tale about three boys from Florence in the age of 
Lorenzo de' Medici, and a story of Akbar, greatest of the Mughal emperors, who 
established both the wondrous and shortlived city Fatehpur Sikri and a 
wondrous and shortlived policy of religious tolerance. Both stories are about 
story itself, the power of history and fable, and why it is that we can seldom 
be sure which is which.

Fabulous as his life was, Akbar was a historical figure, and one of the young 
Florentines is Niccolò Machiavelli, our byword for political realism. But 
Niccolò's friend Argalia flies off on the peacock wings of the novelist's 
invention to become the bosom friend of Akbar before returning to fight for a 
lost cause in Florence. Some characters are the inventions of other characters: 
Queen Jodha, and Qara Köz, the Enchantress, are Akbar's daydreams of the 
Perfect Wife, the Perfect Lover, brought into existence by tale-tellers and 
artists and Akbar's all-powerful desire and obsession. They are accepted by his 
people, such occurrences being normal at that time, before the real and the 
unreal were segregated forever and doomed to live apart under different 
monarchs and separate legal systems.

This brilliant, fascinating, generous novel swarms with gorgeous young women 
both historical and imagined, beautiful queens and irresistible enchantresses, 
along with some whores and a few quarrelsome old wives - all stock figures, 
females perceived solely in relation to the male. Women are never treated 
unkindly by the author, but they have no autonomous being. The Enchantress 
herself, who turns everyone into puppets of her will, has no personality at 
all, and exists - literally - by pleasing men. Akbar calls her a woman who had 
forged her own life, beyond convention, by the force of her will alone, a woman 
like a king. But in fact she does nothing but sell herself to the highest 
bidder, and her power is an illusion permitted by him.

In one marvellous scene Akbar's wife and mother come to show his imaginary wife 
Jodha how to release him from the Enchantress's spell, and in so doing are 
reconciled with Jodha in a moment of hilarious feminine solidarity - but the 
Enchantress materialises, Jodha vanishes, the women are defeated by the man's 
obsession. Indeed, the men in the book are as hormone-besotted as adolescents. 
All their derring-do, their battling for cities and empires, comes down to 
little more than a desire for a bed with a young woman in it. Machiavelli 
becomes a disappointed middle-aged lecher whose middle-aged wife waddles and 
quacks while he looks at her, of course, with loathing. But then suddenly, 
for a page or two, we slip into her soul; we feel her anger at his disloyalty, 
her hurt pride as a woman, her unchanged pride in his dark sceptical genius 
and her puzzlement at his failure to see how he lessens himself by scorning 
what he has that is treasurable and honourable. For that moment I glimpsed a 
very different book, almost a different author. Then it was back to the 
dazzling play of fancy and the powerful dreams of men.

The swashbuckling Argalia's adventures, which links the Florentine and the 
Indian strands of the double tale, are full of Rushdian charm and extravagance 
(descending sometimes into facetiousness, as in the case of the four giant 
albino Swiss mercenaries named Otho, Botho, Clotho and D'Artagnan). But 
Argalia's exploits are less interesting than the misfortunes of Machiavelli or 
the mind of the Emperor Akbar.

Rushdie's Akbar is imperial, intelligent and very likable, a marvellous 
spokesman for his author. Akbar tried to unite all India, all races, tribes, 
clans, faiths,

Yet another reason to condemn Blair over Iraq

There was no analysis of British interest in joining the invasion. Now I 
understand why
You need a big dose of cynicism to understand politics. Yet even though I 
regularly take my medicine, I was still deeply shocked by my colleague Steve 
Richards's recent account of the factors that propelled Mr Blair into the Iraq 
war. His article was published on these pages last Thursday. The decision was, 
Mr Richards wrote, part of a New Labour approach to politics.
I quite see that we all come at problems with a particular mindset developed 
over the years. At the time I accepted the New Labour style in so far as I 
understood it, and I voted for Mr Blair in both 1997 and 2001. Steve Richards 
explained further: When there are highly controversial policy areas, Labour 
worries hugely that the Conservatives might be on the more popular side. It is 
determined always to keep Rupert Murdoch's newspapers on board.
I am not so naive that I hadn't already come to see the justice of this 
observation. Recent memoirs by former ministers and Downing Street aides point 
in this direction. But just think what is described here: an inability to 
exercise leadership, a Labour government which spends its time in a perpetual 
funk. This a fraud on the electorate. When we elect a government, we assume 
that it will summon up a bit of courage from time to time. We don't choose it 
to do what the opposition would do or to take orders from a newspaper 
proprietor.
Then Mr Richards goes on to describe the political setting for the decision to 
go to war. With a cautious New Labour timidity, he wrote, Mr Blair must have 
weighed up the domestic situation. If he had opposed the war, he would have 
been in alliance with President Jacques Chirac of France and Chancellor Gerhard 
Schroder of Germany, while Mr Duncan Smith (Conservative leader) would be the 
one who supported the US. Mr Blair would have given up the space he had 
jealously protected as a new Labour leader. He would be back to the Neil 
Kinnock era, when a US President treated Labour leaders with disdain. He would 
lose The Sun, which would cheer for Britain's only war leader, Mr Duncan Smith.
Now I take Mr Richards's account to be authoritative. Apart from anything else, 
it solves a puzzle that I had when the fateful decision was taken. Why did I 
hear no analysis, I often wondered, of the British interest in joining the 
American invasion? I didn't mean by this advantages that might accrue to the 
Anglo- American relationship, or to the Western Alliance, or the world at 
large, but rather what mattered solely for Britain.
Why did the Prime Minister's speeches give no sign that such an exercise had 
been carried out, conducted coldly as it should have been, without sentiment? 
How could you put the lives of British forces at risk if you hadn't weighed the 
benefit for Britain alone, remembering always Lord Palmerston's injunction: 
Nations have no permanent friends or allies, they only have permanent 
interests. What were the precisely calculated British interests for which our 
soldiers, sailors and aircrews were being asked to die?
In the absence of a lead from the Government and in common with many other 
people I tried to work out the answer. If readers will forgive me for repeating 
myself, I wrote here in 2003, a month before the invasion, that we were faced 
with a genuinely difficult choice. Containment to enforce the UN resolutions on 
the one hand or invasion as an act of liberation on the other.
I noted that the second course increased the possibility of terrorist attacks 
within Britain. Furthermore it represented American revenge for September 11, 
which was not our business, and it demanded from the US a commitment from which 
it had repeatedly walked away – to that of nation-building. My conclusion was 
that a prudent reading of British interests would favour a continuation of 
containment through the United Nations, not war.
I didn't imagine at the time that Mr Blair was concerned only with party 
politics, even bringing into the balance, according to Mr Richards, that by 
staying close to the US he could never be accused of being anti-American and 
indiscriminately pro-European and that he would thus be better able to win a 
referendum on the Euro. That is what shocks me.
It has been bad enough knowing that British troops have lost their lives in a 
futile endeavour (see what is going on in Basra at the moment) that was 
contrary to international law and based on information that turned out to be 
false. It was hard to bear the attempts to deceive the British people with the 
dodgy dossiers. And now, additional dishonour, it turns out that the whole 
policy was based, so far as Mr Blair was concerned, on securing electoral 
advantage. Oh, the shame of it.

Khalida's father says she's 9—or maybe 10. As much as Sayed 
Shah loves his 10 children, the functionally illiterate Afghan farmer can't 
keep track of all their birth dates. Khalida huddles at his side, trying to 
hide beneath her chador and headscarf. They both know the family can't keep her 
much longer. Khalida's father has spent much of his life raising opium, as men 
like him have been doing for decades in the stony hillsides of eastern 
Afghanistan and on the dusty southern plains. It's the only reliable cash crop 
most of those farmers ever had. Even so, Shah and his family barely got by: 
traffickers may prosper, but poor farmers like him only subsist. Now he's 
losing far more than money. I never imagined I'd have to pay for growing opium 
by giving up my daughter, says Shah.
 The family's heartbreak began when Shah borrowed $2,000 from a local 
trafficker, promising to repay the loan with 24 kilos of opium at harvest time. 
Late last spring, just before harvest, a government crop-eradication team 
appeared at the family's little plot of land in Laghman province and destroyed 
Shah's entire two and a half acres of poppies. Unable to meet his debt, Shah 
fled with his family to Jalalabad, the capital of neighboring Nangarhar 
province. The trafficker found them anyway and demanded his opium. So Shah took 
his case before a tribal council in Laghman and begged for leniency. Instead, 
the elders unanimously ruled that Shah would have to reimburse the trafficker 
by giving Khalida to him in marriage. Now the family can only wait for the 
45-year-old drugrunner to come back for his prize. Khalida wanted to be a 
teacher someday, but that has become impossible. It's my fate, the child says.
 Afghans disparagingly call them loan brides—daughters given in 
marriage by fathers who have no other way out of debt. The practice began with 
the dowry a bridegroom's family traditionally pays to the bride's father in 
tribal Pashtun society. These days the amount ranges from $3,000 or so in 
poorer places like Laghman and Nangarhar to $8,000 or more in Helmand, 
Afghanistan's No. 1 opium-growing province. For a desperate farmer, that bride 
price can be salvation—but at a cruel cost. Among the Pashtun, debt marriage 
puts a lasting stain on the honor of the bride and her family. It brings shame 
on the country, too. President Hamid Karzai recently told the nation: I call 
on the people [not to] give their daughters for money; they shouldn't give them 
to old men, and they shouldn't give them in forced marriages.

Sufism has had a long and rich history in the Indian sub-continent. It is 
perhaps in Punjab, more than in any other part of this vast land, that Sufism 
has struck the deepest roots, producing many great exponents and exercising a 
pervasive influence on the minds of the ommon people. To this very day, the 
innumerable Sufis of this region are held in the highest esteem by millions of 
Muslims, Sikhs, Dalits and Hindus of the province and beyond. 

Shah Hussain is one such mystic who is still fondly remembered by millions of 
ordinary Punjabis four centuries after his death1. He was born in Lahore in 
1539 A.D. into a family of the Dhatha Rajput tribe.2 This tribe had recently 
converted to Islam, hence the epithet Shah attached to his name.3 Even as a 
child Hussain showed a marked preference for red clothes, which explains why he 
was also called Lal (Persian for red) Hussain.4 Hussain`s strong mystical 
inclinations were apparent very early in his life. In childhood itself he 
managed to memorize the entire Qur`an under the guidance of his teacher, Shaikh 
Abu Bakr. Then, at the 
age of ten he was initiated into the Oadiriyah Sufi order by the renowned saint 
Bahlul Shah Daryai of Chiniot.5 For the next twenty-six years he lived under 
the strict supervision of his Pir (spiritual master), faithfully following all 
the rites and practices of orthodox Islam, and leading a life of great 
austerity. 


At the age of thirty-six an incident occurred that was to completely change 
Hussain`s life. One day while at a madrasa studying a tafsir (commentary) on 
the Our`an under the tutelage of Shaikh Sadullah of Lahore, he came across the 
Qur`anic verse: The life of this world is nothing but a game and a sport. He 
asked the Shaikh to explain the verse and was told that it meant that the world 
should be shunned. Hussain refused to accept this interpretation and asserted, 
instead, that the words of the verse must be taken literally. He told his 
teacher that, in accordance with his understanding of this verse, he would 
spend the rest of his life in enjoyment.6 It was during this period of his life 
that Hussain met Madho, a Brahmin lad. The two men became so closely associated 
that in the popular mind the saint is most commonly known as Madho Lal Hussain, 
as if the two had been fused into one. The intensely close relationship that 
blossomed between them has been the subject of much
 speculation and controversy, starting in their very lifetime. John Subhan, an 
expert on Indian Sufism, writes that their contemporaries saw this intimate 
connection between a Hindu boy and a Muslim faqir of questionable character 
as a disgrace, though he himself sees this irresistible attraction between 
the two men in terms of fervent love.8 Like wise, the Punjabi historian 

Shafi Aquil speaks of the relationship between Madho and Hussayn as one of 
boundless love and for this employs language generally used to describe 
male-female relationships. Thus, he writes, Shah Hussayn was in love with 
Madho and Madho himself, too, desired him (Madho se Shah Hussayn ko pyar tho 
aur khud Madho bhi unko chahte the). He goes on to add that, Under no 
condition could Shah Hussayn bear to be separated from Madho.9 

Nur Ahmad Chishti, author of the Sufi chronicle Tahqiqat-i-Chishti, suggests 
that some among the couple`s contemporaries saw their relationship as 
`improper`. He writes that Madho`s relatives, seeing him sleeping in the same 
bed with Lal Hussain, came to murder them both.10 However, as luck would have 
it, he adds,that the power of Hussain made them blind and, as they could not 
find the door, they returned. Lajwanti Ramkrishna, a recognized authority on 
the Punjabi Sufis, relates that many people had become suspicious of the 
un-natural [sic] relationship between the two. 11 Whatever the case might be, 
the story of the two lovers is a fascinating one that is unparalleled in the 
annals of Punjabi Sufism. 

The historical records give varying accounts of Hussain`s first encounter with 
Madho. The author of the Tahqiqat-i-Chishti writes that Hussain first saw Madho 
riding through the main market of Lahore on a majestic horse in a fashionable 
manner.12 So wonderstruck was he at Madho`s beauty that he then tried in vain 
to possess the lad for sixteen years, at the end of which he succeeded. Rizvi, 
an acclaimed authority on Indian Sufism, also writes that Hussain first saw 
Madho riding in the market and says that upon seeing him he felt instantly 
under the 

intoxication of a mystical trance. Thereafter, he adds, Hussain shifted to 
Shahdara, the suburb of Lahore where Madho lived and began following him like 
a household slave.13 Ramakrishna says that some

commitment to Israel's security is unshakeable and warned the Palestinians that 
violence against Israel would kill their hopes of a state. And while it's true 
that the current administration will shortly be emptying their desks, the three 
presidential hopefuls sound as though they're singing from the Bush 
administration's hymn sheet.
Democratic front-runner Barack Obama had this to say on peace in the Middle 
East: That effort begins with a clear and strong commitment to the security of 
Israel - our strongest ally in the region and its only established democracy. 
That will always be my starting point.
His rival Hillary Clinton, who backs a US Embassy in Jerusalem, has said she 
would cut off aid to Palestinians should they unilaterally declare an 
independent state, while Republican nominee John McCain has characterized 
Israel's enemies as evil.
I could list the candidates' regular junkets to Tel Aviv and pilgrimages to the 
American Israel Public Affairs Committee (AIPAC) but I won't bore you. You get 
the point. Everybody with half a brain gets the point. So, in this case, why 
are Palestinian leaders relying on the good offices of the US to get them a 
state?
To give this premise context, say, you had a business partner who embezzled 
your company and left you with nothing but debts. Would you hire his lawyer, 
who also happened to be his best buddy, to represent you in court? Of course 
not!  And neither would you enlist your mother-in-law to save your crumbling 
marriage if you had any sense.
Yet this is exactly what the Palestinian President Mahmoud Abbas is doing. It 
seems that on Washington's instructions he manipulated a breach with Hamas - as 
we know from leaked State Department memos - and he's now asking Washington to 
become more proactive as a broker. And, let's face it: They've had little 
success at the job throughout the past decades. Any firm with their record of 
failure would surely have been sacked an age ago.
Even if by some miracle the Annapolis meet actually produced the required goods 
in the long run, a US-brokered Palestinian state would consist of nothing more 
than crumbs from Israel's table, which I fear the beleaguered Palestinian 
leadership would be pressured to accept as a better than nothing option.
Where does all this leave the Palestinian people? Precisely nowhere!
When they fight back, which as an occupied people is their right under 
international law, they are labeled terrorist. When they organize peaceful 
demonstrations nobody takes any notice. When they invoke a slew of UN 
resolutions passed in their favor, all they get are yawns from the 
international community in return. Israel has killed thousands, imprisoned tens 
of thousands and is incarcerating 1.5 million Palestinians in the world's 
largest open-air jail Gaza yet, as far as Washington is

crushed to death by  the Israeli military bulldozer near Gaza on March 16, 
2003, trying to prevent the Palastinian homes being demolished by armored 
Israeli bulldozers. Here is one of her email from Palastine, which was sent on 
7th Feb. 2003, but still relevant.  - Abhiyya  “There is also need for constant 
nighttime presence at a well on the outskirts of Rafah since the Israeli army 
destroyed the two largest wells. According to the municipal water office the 
wells destroyed last week provided half of Rafah’s water supply. Many of the 
communities have requested internationals to be present at night to attempt to 
shield houses from further demolition. After about ten p.m. it is very 
difficult to move at night because the Israeli army treats anyone in the

Hi friends and family, and others,
  I have been in Palestine for two weeks and one hour now, and I still have 
very few words to describe what I see. It is most difficult for me to think 
about what’s going on here when I sit down to write back to the United States. 
Something about the virtual portal into luxury. I don’t know if many of the 
children here have ever existed without tank-shell holes in their walls and the 
towers of an occupying army surveying them constantly from the near horizons. I 
think, although I’m not entirely sure, that even the smallest of these children 
understand that life is not like this everywhere. An eight-year-old was shot 
and killed by an Israeli tank two days before I got here, and many of the 
children murmur his name to me - Ali - or point at the posters of him on the 
walls. The children also love to get me to practice my limited Arabic by asking 
me, “Kaif Sharon?” “Kaif Bush?” and they laugh when I say, “Bush Majnoon”, 
“Sharon Majnoon” back in my limited arabic. (How is
 Sharon? How is Bush? Bush is crazy. Sharon is crazy.) Of course this isn’t 
quite what I believe, and some of the adults who have the English correct me: 
“Bush mish Majnoon” … Bush is a businessman. Today I tried to learn to say, 
“Bush is a tool,” but I don’t think it translated quite right. But anyway, 
there are eight-year-olds here much more aware of the workings of the global 
power structure than I was just a few years ago.
  Nevertheless, no amount of reading, attendance at conferences, documentary 
viewing and word of mouth could have prepared me for the reality of the 
situation here. You just can’t imagine it unless you see it - and even then you 
are always well aware that your experience of it is not at all the reality: 
what with the difficulties the Israeli army would face if they shot an unarmed 
US citizen, and with the fact that I have money to buy water when the army 
destroys wells, and the fact, of course, that I have the option of leaving. 
Nobody in my family has been shot, driving in their car, by a rocket launcher 
from a tower at the end of a major street in my hometown. I have a home. I am 
allowed to go see the ocean. Ostensibly it is still quite difficult for me to 
be held for months or years on end without a trial (this because I am a white 
US citizen, as opposed to so many others). When I leave for school or work I 
can be relatively certain that there will not be a heavily armed
 soldier waiting halfway between Mud Bay and downtown Olympia at a checkpoint 
with the power to decide whether I can go about my business, and whether I can 
get home again when I’m done. So, if I feel outrage at arriving and entering 
briefly and incompletely into the world in which these children exist, I wonder 
conversely about how it would be for them to arrive in my world.
They know that children in the United States don‚t usually have their parents 
shot and they know they sometimes get to see the ocean. But once you have seen 
the ocean and lived in a silent place, where water is taken for granted and not 
stolen in the night by bulldozers, and once you have spent an evening when you 
haven‚t wondered if the walls of your home might suddenly fall inward waking 
you from your sleep, and once you‚ve met people who have never lost anyone˜once 
you have experienced the reality of a world that isn‚t surrounded by murderous 
towers, tanks, armed “settlements” and now a giant metal wall, I wonder if you 
can forgive the world for all the years of your childhood spent existing—just 
existing—in resistance to the constant stranglehold of the world‚s fourth 
largest military—backed by the world’s only superpower—in it‚s attempt to erase 
you from your home. That is something I wonder about these children. I wonder 
what would happen if they really knew. As an
 afterthought to all this rambling, I am in Rafah: a city of about 140,000 
people, approximately 60% of whom are refugees - many of whom are twice or

  As the Beijing Olympics approach, a sweeping left/right consensus has emerged 
in the west: that China's interventions in Africa are deeply problematic. 
Western officials, commentators and activists accuse China of raping Africa, 
plundering its resources, creating even greater inequalities between rich and 
poor, and cosying up to genocidal maniacs.
   
  On the right, magazines likes the Economist describe the Chinese as the new 
colonialists; on the left (well, ostensibly the left), human rights advocates 
slate China for funding genocide in Darfur. Others claim that by doing 
business with dodgy African regimes, China is undermining the west's attempts 
to encourage good governance on the once dark continent.
   
  This China-bashing dresses itself in radical lingo. Campaigners like to 
fantasise that they are taking a stand against Chinese colonialism. In truth, 
there is an imperialistic bent to these criticisms of China for its record in 
Africa: the aim is not to liberate Africans from outside interference, but 
rather to preserve Africa as the playground of western do-gooders rather than 
Chinese businessmen. Western observers are disturbed by Chinese meddling in 
Africa because it undercuts their own self-styled role as the heroic saviours 
of the African savage.
   
  Save Darfur activists now campaign almost exclusively around attacking China 
for funding the genocide. Their campaigning comes across as both nasty and 
naïve. Sunday's New York Times Magazine carried a revealing article about a new 
group, Dream for Darfur, which is promoting the idea that Beijing 2008 will be 
the Genocide Olympics. One supporter of Dream for Darfur told the NYT: 
Darfur is singular. China is the reason Darfur is happening.
  Such a statement is mind-bogglingly simple-minded. Darfur is anything but 
singular. As Jonathan Steele argued on Cif recently, There are around a 
dozen different rebel groups currently fighting the [Khartoum] government. To 
put the blame on only one party [China] makes no moral or political sense. 
Yet, as the NYT reporter pointed out, For those on board with Dream for 
Darfur, connecting the dots between the summer games and hundreds of thousands 
of African corpses is not much more complicated than saying China is the 
reason Darfur is happening.
   
  Dream for Darfur called in Ben Cohen from the ice-cream maker Ben and Jerry's 
(the mind boggles) to wage a jihad against China's cute, cartoonish Olympic 
mascots: Beibei the fish, Jingjing the giant panda, and other big-haired 
symbols of modern China. Dream for Darfur told Cohen to keep his message 
short. The message here isn't hard: genocide bad; China helping, it advised. 
So Cohen is devising an anti-mascot campaign with the message: Looks cute - 
supports genocide.
   
  That sums up the cartoonish politics of the wristband-wearing, 
latte-drinking, self-serving Save Darfur activists in New York and elsewhere. 
It seems clear that bashing China over its relations with Khartoum is not based 
on any serious political assessment of what is happening in Sudan and Darfur; 
indeed, it overlooks the fact that few serious international organisations 
describe the conflict as a genocide, and that, even though things are still 
dire in Darfur, they're not as bad as they were during the intense conflict 
period of 2003-2005.
   
  Instead, this is about humiliating China out of Sudan so that the west can 
take its rightful position as the hector-in-chief of the Khartoum government. 
Apparently only white, well-educated, celebrity-connected westerners have a 
right to determine what should happen in Sudan. As one commentator puts it: 
Sudan's government feels it can ignore western revulsion at genocide because 
[thanks to China] it has no need of western money ... China, along with Sudan's 
other Arab and Asian partners, feels free to trample on basic standards of 
decency. Those indecent Chinese - how dare they block the righteous path of 
western revulsion against an African regime?
   
  Human Rights Watch is even more explicit. It recently complained that 
China's growing foreign aid programme creates new options for [African] 
dictators who were previously dependent on those who insisted on human rights 
progress. In short, Chinese deal-making with African states has undermined the 
army of western officials, NGOs and conflict-resolution experts who believe 
that only they should have free rein to tell Africans how to behave.
   
  Attacking China for its support of Khartoum is not a liberationist or 
pro-African demand; rather it is underpinned by western protectionism, a desire 
to keep Africa as The White Man's Burden rather than allowing it to become 
The Yellow Man's Burden. Indeed, some of the China-bashing over Africa is 
premised on what we might term double racism: first

  The excitement over Steven Spielberg's withdrawal of support for the Beijing 
Olympics has helped to re-focus attention on Darfur. That is all to the good, 
especially if it leads his fellow-protesters to look more clearly at what is 
actually happening there and what moral responsibility China really has in 
allegedly failing to stop the war in Darfur. Brian Brivati wrote on this blog 
yesterday that China is the key, but is that really the case?
   
  Wars always have at least two sides, and in the Darfur case that is an 
underestimate. There are around a dozen different rebel groups currently 
fighting the government. To put the blame on only one party makes no moral or 
political sense. The best way to stop the fighting and the humanitarian 
emergency that flows from it is to have an organised ceasefire and hold talks. 
This is what the Sudanese government did last October on the eve of the peace 
conference that the UN and the African Union held in Libya. Only a minority of 
the rebel groups reciprocated the ceasefire offer or attended the conference. 
They preferred to go on fighting, in part because they feel the one-sided 
approach of much of the outside world, with its exclusive pressure on the 
Khartoum government, helps their cause. 
   
  The point is slowly being accepted by many of the so-called Darfur support 
groups. 
  Compared with three years ago, when the campaign started, their statements 
now show a greater willingness to recognise the rebels' negative role in 
attacking aid workers, stealing humanitarian supplies, and raiding 
government-held villages and towns. The latest atrocity in early February when 
Khartoum-backed militias burnt down two towns in Western Darfur was provoked by 
attacks by the Justice and Equality Movement, one of the main groups which 
rejects peace talks. The pattern is depressingly familiar from almost every 
counterinsurgency campaign in history - rebel raids, which produce a government 
over-reaction. But who is to blame? If the rebels went to the peace table, 
there would have been no impulse for the government to respond with force.
   
  The support groups still seem not to appreciate that the humanitarian 
situation has changed. Claims of genocide were never accepted by the UN, but 
the events that gave rise to them occurred in 2003 and 2004. Today's Darfur is 
still appalling but not so bloody a place. In any case, the death rates of 
those years are heavily disputed, as is their cause. The victims of hunger and 
disease exacerbated by forced displacement are one-sidedly, and often 
deliberately, described by lobby groups as having been killed by government 
forces or their militias, as though they were executed. 
   
  Subsequent years have seen a huge deployment to Darfur of UN and other 
international aid agencies. They eliminated starvation and massively reduced 
death from disease. 
   
  Displacement in overcrowded camps is no longterm solution and people need 
confidence and security to go home. But the need to bring in a more powerful UN 
peacekeeping force to help to ensure that should not obscure the fact that the 
humanitarian effort has already been one of the UN's most successful 
interventions anywhere. 
   
  Getting governments to fulfil their promises of troops for the new hybrid 
UN/AU force in Darfur, trying to obtain more helicopters, and building the 
peacekeepers' bases more quickly are important tasks. But, however 
well-equipped its force is, the UN cannot impose peace. That can only be done 
through a ceasefire and political talks. As Ban Ki-moon rightly said last week, 
the deployment of Unamid will only be as effective as the political process it 
is mandated to support.
   
  How does China relate to this? It helped to pass the UN resolution to set up 
Unamid. It has contributed several hundred military engineers to Unamid. What 
more can it realistically do? The idea that it can pressure Khartoum to stop 
the killing, as Brivati wrote yesterday, is too simple. The killing is more 
likely to stop when the rebels come to the peace table that the AU and the UN 
(with China's help) have laid out for them.

 The U.S. Treasury is struggling with how to handle any political or  Islamic 
ramifications as Persian Gulf sovereign wealth funds look to make  substantial 
investments in capital-poor American banks and securities  firms.
 The crisis in mortgage-backed securities has created a need for new  capital 
to enter financial markets after major financial institutions such as  Bear 
Stearns and Carlyle Capital Corp. failed over the weekend.
 The crisis is an opportunity for sovereign wealth funds that have  prospered 
as the price of oil has soared over $110 a barrel.
 WND previously reported sovereign wealth funds in six Persian Gulf  countries, 
including Kuwait, the United Arab Emirates and Qatar, have now  amassed $1.7 
trillion, positioning them for attempts to control major banks and  securities 
firms in the U.S.
 The question is whether political strings will come with the  investment from 
the Islamic oil-rich states.

Oriental Steam Navigation, the London-based ports management firm that 
conducted  operations at some 22 U.S. ports.
 Still, despite the enthusiasm for foreign capital, the Treasury’s  effort to
