Assalamualaikum Mohamed Aslam, What is now happening:- Both parents agree and fix the wedding+ nikah. While the bride is elsewhere, the groom with the 2 witness etc., and the Muslim registrar of marriages perform the nikah ceremony: He recites something from the Quran and then fill up the forms and get the 2 witnesses to sign and the guardian of the bride holds the hand of the groom and repeat in Arabic what is said by the registrar that he (the groom)accepts so and so as his legal wife followed by a short du'ah.
