Dear Brothers in Islam,
 
I myself live in Australia and very much acquainted with the 
Hijab-debate-going-now.
The complete event is greatly misunderstood by the muslim community here and 
also outsider as they mixed up hijab with niqab. The question was all about 
niqab which directly conflicts with Australian social security system as it 
is an obstruction of face identification by security camera. 
I myself wear Hijab and always found the non-muslim here greatly appreciating 
it.

Hume: No to hijab ban


HUME shopping centres have dismissed calls by a national retailers association 
to ban women wearing hijabs or burqas in shops and banks. 
The Queensland-based retail group said head and face coverings made it hard to 
identify criminals. 
Centro Properties Group corporate marketing manager Mitchell Brown said Centro, 
which manages the Meadow Heights Shopping Centre, did not have any plans to 
introduce a ban on traditional Muslim dress. 
``We do not have any shopping centres where hijabs or burqas have presented 
problems,’’ Mr Brown said. 
Broadmeadows Shopping Centre manager Rosemary Kent said her centre ``did not 
have any dress code restrictions in relation to these items of clothing’’. 
Executive director of the retail association Scott Driscoll said the ban would 
be in line with motorcycle riders removing their helmets when entering a bank 
or shop. 
Mr Driscoll said a new law was needed to ensure burqas, sunglasses, baseball 
caps and hooded jumpers were all removed when entering shops. 
Muslim Community Cooperative spokesman Nail Aykan said the proposed ban would 
be absurd, and his Coburg-based group had never received complaints about the 
hijab. 
``Hypothetically, if someone in a hijab robbed a bank it’s not because of the 
hijab but because the person is a criminal,’’Mr Aykan said. 
He said about a third of Muslim women in Hume wore a hijab, which covers their 
hair, and about one in a thousand women wore a niqab or burqa, which cover the 
entire face. 
Ethnic Communities’ Council of Victoria chairperson Sam Afra commended the 
Victorian Government for rejecting the ban. 
He said the suggestion was discriminatory.

THE Brisbane radio announcer who suggested the hijab be removed in banks and 
shops has received death threats.
4BC announcer Michael Smith on Wednesday said wearing a face-covering such as 
some Muslim women do posed a security risk because it made identification 
difficult in the event of a crime. 
Wearing a face-veil in certain places, such as shopping centres, was also 
offensive and scared little children, he said. 
In a recorded threat on the station website a caller says you're head is on a 
plate (expletive beeped). You're going to be dead soon (expletive beeped), 
racist bitch''. 
Station general manager David McDonald today said most of the calls seemed to 
emanate from Sydney and he said Smith's original comments had been taken out of 
context. 
This has been really blown out of total proportion,' ' Mr McDonald said. 
There was never any racism in this at all. There was nothing about religion, 
it was all about purely security and safety issues.'' 
Mr McDonald said Mr Smith's call was only to show the face, not to remove 
headwear. 
A lot of criminals have used this to sort of disguise themselves.' ' 
Mr Smith, an ex-policeman, was aware of the trauma robberies cause, Mr McDonald 
said. 
It was never about racism. 
Complaints, both to official channels and those phoned in to the radio station, 
were based on media interpretations of Mr Smith's comments rather than the 
comments themselves, the general manager said.
That is extremely disappointing that it's been hijacked for other purposes..'' 
Mr McDonald said upset staff had been counselled and security stepped up. 
On the station's website Mr Smith defends his comments.

Surah 24:An-Nur, Verse 30  Say to the believing men that they should lower 
their gaze and guard their modesty: that will make for greater purity for them: 
and Allah is well acquainted with all that they do.
 
And Surah 24:An-Nur, Verse31 And say to the believing women that they should 
lower their gaze and guard their modesty; that they should not display their 
beauty and ornaments except what (must ordinarily-Eye,bangles,bracelets etc) 
appear thereof; that they should draw their *veils *over their *bosoms* and not 
display their beauty except to their husbands their fathers their husbands’ 
fathers their sons their husbands’ sons their brothers or their brothers’ sons 
or their sisters’ sons or their women or the slaves whom their right hands 
possess or male servants free of physical needs or small children who have no 
sense of the shame of sex; and that they should not strike their feet in order 
to draw attention to their hidden ornaments.  And O ye Believers! turn ye all 
together towards Allah that ye may attain Bliss.
 
Now taking selective part of the verse which is needed for explanation:
And Say to the believing women to lower their gaze (from looking at forbidden 
things), and protect their private parts (from illegal sexual acts) and not to 
show off their adornment except only that which is apparent 
(Eyes,bangles,bracelets etc), and to draw their *veils* all over Juyubihinna 
(bosoms) ………
 
 The Arabic text is, “Wa qul li al-muminat yaghdudna min absarihinna wa 
yahfazna furujahunna wa laa yubdina zenatahunna illa maa zahara min haa 
wal-yadribna bi *khumurihinna* alaa “*juyub hinna*”.
 
This is translated as, “And say to the faithful women to lower their gazes, and 
to guard their private parts, and not to display their adornment except what is 
apparent of it, and to extend[draw] their khumur to cover their juyub”. First, 
the word “khumur”plural of khimar[It is a piece of cloth which is used by a 
woman to cover her head].
 
In this verse Allah subhanawatala mentions  khimaar for the first time,before 
this verse when surah Ahzab’s verse was revealed with hijab 
commandment,Jalabeeb[jilbab] is the word mentioned.Jalabeeb (plural of 
Jalbaab), a loose outer garment that covers all a woman’s body.
 
Though Jalabeeb fulfills the criteria of veiling yet in surah Nur [24] further 
clarification is explained.
Because women wore long outer garment[jalabeeb] along with khimaar[head 
scarf].Even though khimar was’nt mentioned in surah Ahzab’s verse.Their khimar 
didnt covered bosom so Allah commanded them to extend khimar to bosom,while 
doing so it has to be pulled from the head ,which will fall of face,then neck 
then bosom.And jalabeb falls on  rest of the body from sholders to feet.
 
Hence a complete covering including face[excluding eyes].Prophets wives were 
commanded first to cover completely,they always used khimar till the end of 
their lives,and it always covered their faces along with bodies.
 
 Sunan of Abu-DawoodHadith 1829 Narrated byAisha, Ummul Mu’minin
Riders would pass us when we accompanied the Apostle of Allah (peace be upon 
him) while we were in the sacred state (wearing ihram). When they came by us, 
one of us would let down her outer garment[Jilbab] from her head over her face, 
and when they had passed on, we would uncover our faces.
 
*Note:While one cannot deny the support of Hadith that indicate that the 
Prophet’s wives wore khimar, one must realize that they also covered their 
faces at all times in the presence of non-mahram men. Here in the state of 
Ihram they cover temporarily with Jilbab,in normal circumstanes they used 
khimaar to cover faces,neck,bosom as taught in suran nur 24 verse 31.This is a 
proof that believeing women also followed suit.
 
Another clarification:The word “juyub”. This is the plural of the word “jayb”, 
which means “bosom”. The word is used in Arabic to refer to the breastpocket of 
a shirt.
 
For cross reference see Surah al-Qasas ayah 32 describes Moses as putting his 
hand in his “jayb”, and this means his breast, not his “body, face, neck and 
bosom” so “juyub” cannot be translated as  such  as  such but bosom only.

Hijab-officer who became a role model
The police constable, Rukshana Begum (24) is the woman who has the credit for 
the hijab now being part of the police uniform in parts of England. But in the 
whole of the nation, there are only 10 police officers who wear the hijab at 
work.
 

 

Rukshana Begum completed her police training in 2003, but it was not before the 
end of 2006 that she seriously started to think about wearing the hijab. She 
aired the idea with her boss. In the little police district of Cambridgeshire, 
with 2900 employees, a specially-made hijab for police officers was made, 
authorized and launched.
 

«That the policeforce went as far as incorporating the hijab in the standard 
uniform was quiet touching,» says Rukshana Begum, two years later. The 24-year 
old is born and raised in Cambridge, with parents from Bangladesh. She has been 
a follower of Islam all her life.
 

Norwegian case
In Norway, the Ministry of Police is in the process of deciding their stance on 
whether the muslim head-wear whould be allowed together with the police 
uniform. The matter is being considered after Aftenbladet on 25th September 
wrote about the muslim woman, Keltoum Hasnaoui Missoum from Sandnes, who wanted 
to apply to the Police Academy. Missoum wanted to wear the hijab, but was 
denied... The reason: The police uniform should be one of value-neutrality. 
Rukshana Begum does not agree with the argument.
 
No to neutrality
«Neutrality is a good thing, but I don't think anyone should have to limit 
themselves when it comes to practising their faith. For many, faith is more 
important than everything else. So I disagree with that statement. Here in 
Cambridgeshire, several police officers where a turban, and that has never been 
a problem.
 

The police there says that Cambridgeshire is a country area of England, with 
many nationalities and few religious conflicts. The proportion of muslims in 
the police district is on a par with the national average of 3.3 per cent of 
the population.
 

Role model
When Begum started to wear the uniform-hijab, she received press coverage. 
People soon started recognizing her. She received words of support, especially 
from the muslim community. «I was not prepared for that. The only thing I 
wanted was to be able to wear the hijab at work, but I was suddenly a role 
model for others. That was a nice bi-product.
 

Only ten wear the hijab
Even so, few have chosen to follow in Begum's footsteps. Cambridgeshire 
launched the specially adapted hijab in June 2007. Metropolitan Police in 
London authorized the use of the hijab ten years ago, but has not incorporated 
a special uniform hijab. At present, there are only ten women police officers 
who use the hijab at work in the whole of England, according to the Association 
of Muslim Police (AMP) of the London police. There are no reliable statistics 
on the number of women police officers in England.
 

No negative experiences
Keltoum Hasnaoui Missoum from Sandnes experienced harassment after she went to 
the press with her uniform question. Begum has never met anything like that – 
even as a patroling police officer. «In general it's always been a positive 
experience: The hijab means that you show who you are sooner. No, I haven't 
experienced anything verbal, or any kind of expressions that make me feel 
uncomfortable.»
 

Breaks barriers
« Have you experienced positive things as a result of showing who you are?»

«It has happened when patroling that people talk to me, rather than my 
colleague. That's not because I'm better at what I do, but because they feel 
there is a connection between us.»
 

«People who come to live here may have bad experiences with the police in their 
homeland. Seeing a muslim woman as a police officer may help to break 
barriers.. If they are the victims of crime , it might be easier for them to 
report it, I think,» says Begum.
 

Oppression
One argument used in the debate is that the use of the hijab is thought by many 
to be a demand on women in islam, and this means that it should be viewed 
differently than the wearing of a cross around the neck.

«The hijab is not like a necklace I can take off. When you first start to wear 
it, it's for life,» says Begum. «Should the police refrain from using a garment 
that many associate with the oppression of women?»
 

«No, I don't see that as a problem. I don't understand how people can say that 
women are oppressed. With the hijab, I feel respected and dignified, but not in 
a snobby way. With the hijab, you are protected from evil, and I feel safe and 
free. If you let people oppress you, you will probably be oppressed.»
 

Adapted work-day
Cambridgeshire police district has implemented several measures for muslim 
officers. The police station has a quiet room for those who want to pray, 
offers shift changes during Ramadan so that fasting officers do not need to 
work evenings, and half an hour extra for lunch on Fridays, for those who want

Muslim woman wear a hijab...which is more than just a head cover..becoz ALLAH 
ordered them to do soin two places in QURANand as PROPHET(pbuh) also ordered 
her to do so.
The QURAN says (surah:24 verse:30-31)
Tell the believing men to lower thier gazeand be modest.That is purer for 
them.LO! ALLAH is aware of what they do.And tell the believing women to lower 
their gazeand be modest and to display of their adornmentonly that which is 
apparentand to draw their veils upon their bosoms, and not to reveal their 
adornment save to their own fathers, husbands or husbands` fathers ,or their 
sons or their husbands` sons,or their brothers or their brothers`sons or 
sisters`sons,or their women or their slaves,or male attendants who lack 
vigor,or children who know naught of women nackedness.AND let them not  stamp 
their feet so as toreveal what they hide of their adornment. AND turn unto 
ALLAH together, O! Believers in order that ye may succeed.
These verses tell us thatour islamic dress is notjust a matter of covering the 
head alone, but also covering the bosom, which is attractive to men, and of 
lowering the gaze and walking in the way that does not attract attention.NOTE 
that the order to lower the gaze was first addressed to men
QURAN also says( surah:33 verse:59)
O Prophet! Tell thy wives and thy daughtersand the women of believers to draw 
their cloaksclose round them(when they go out).That will be better,that so thay 
may be recognized and not annoyed.ALLAH is ever forgiving and merciful.
This indicates that one of the reasons for Hijab is to distinguish the 
believingwomen from the non believing.
The fact is thatmen do like to look at womens` bodies, so a woman who covers 
herself is more likelyto be respected as a person than looked upon as a piece 
of meat!
It is true that men dont have to cover their heads,but their is a dress code 
for them, as well, although it is not so widely publicized as the women`s dress 
code. M en must  atleast be covered from the navel to the knees with loose 
fitting clothes.The rules for men are different because women are less likely 
to ogle menthan the other way around.
HIJAB is a women`s right to maintain her modesty and to be respected as a 
person.If one woman has to go half naked in the public, Why does not the other 
woman has the right to cover herself in public? Why it is to be looked upon as 
an oppression if she chooses to be modest?

  Serenity
  For Hanan Qasqas, 16, hijab brings a sense of serenity and mental peace.

  Qasqas, a Canadian-born of Palestinian origin, was about 11 when she 
decided to don the headscarf.
  Now a high school student, she believes hijab has blessed her life.

mental relief that protected her from many of the stress and challenges of her 
age.
  I know when I wear this, I just feel content and I feel very peaceful.
  Hijab has taken central stae in the West since France outlawed it in

  The issue came to the fore in Canada itself in recent months.
  Last November, a Canadian girl was thrown out from a national Judo 
tournament for wearing hijab.

“Hijab” is a true blessing for women and is a gift of Islam. All Prophets (RA), 
all scholars and the sages and wise people of the world, are unanimous that 
‘adultery’ or ‘fornication’ is the worst crime, which disgraces honour and 
modesty and is against all norms of morality and ethics. At the sight of a 
woman, a man feels attracted and infatuated, similarly, when a woman looks at a 
man, she gets fascinated and develops love and affection, which at times 
results in illicit relations out of wedlock. So, wisdom and modesty demands 
that avenues of such actions be closed so that there is protection from 
fornication and through maintaining ‘hijab’, the chaste and respectable women 
are able to protect themselves from the sinful eyes of the rogues and 
loose-charactered men. By nipping this in the bud, women would be able to 
protect the fair name of their progeny and not be suspected of bearing somebody 
else’s child. In places where “purdah” is not observed and where there is free
 interaction between men and women, cases of adultery, fornication and 
illegitimate children are rampant, which is common knowledge. That is why, 
through “Hijab”, women are able to protect themselves, their respect and 
chastity, and remain blemishless in the eyes of their husbands and their 
families, above any suspicion or doubt. This is also the law of Allah (SWT).
