Can enable and disable the resources in scigap portal but it does not do any
change to the availability.
Ideally if diabled they should not be available for data storing. But this
effects complete job submission as currently we use only a single resource for
job submission.
For the moment it would be better to remove the enable disable option for
storage resources.
