Kerberos operations are shown in service action dropdown menus when not needed.

Steps to Reproduce:
# Install Ambari
# Enable Kerberos, selecting KDC type of "none" (user will manually manage the 
Kerberos identities)
** Or unckeck "Manage identities" to declare the user will manually manage 
Kerberos identities
# Browse to service view
# Click to dropdown the Actions menu
# See "Regenerate Keytabs" option

The "Regenerate Keytabs" option should not be available to the user since 
Ambari is not managing Kerberos identities.  The action doesn't do anything, 
but the user should not have the option to select it.

The Kerberos Client component is unnecessarily installed via Blueprints when 
\{{kerberos-env/kdc-type}} is "none". 

The Blueprint TopologyManager should only force the Kerberos client to be
