Specifically, this refers to artifacts that do _not_ have the "tests" 
classifier, but are _main_ artifacts that ship test-related utilities. The 
libraries are super lightweight deps, but could be a vector for diamond deps. 
Not super high priority because there's not much negative impact in this case.
