Summary: Releasing staging artifacts fail with signature
validation error

The Camel project successfully voted to release Camel 4.4.0 that is currently
in Apache's staging repository. When trying to release the artifacts from
Nexus, I am getting the following error:

No public key: Key with id: (9d5beffa5942c049) was not able to be located on <a
href="http://keyserver.ubuntu.com:11371";>http://keyserver.ubuntu.com:11371</a>.
Upload your public key and try the operation again.
```
This relates to the following staging artifacts:
- https://repository.apache.org/content/repositories/orgapachecamel-1679
- https://repository.apache.org/content/repositories/orgapachecamel-1680
When browsing Ubuntu's keyserver, I can find my public key without issues:
http://keyserver.ubuntu.com:11371/pks/lookup?search=9d5beffa5942c049&fingerprint=on&op=index.
I had a validation issue a few weeks ago, but it went away on another attempt.
Trying to re-release the artifacts from Nexus will not fix the issue in this
instance.
Any ideas what could be causing this?
