This problem existed before. After DRILL-3474 introduced implicit columns, 
count(1) on csv with header started to work (non-intentionally). But DRILL-3474 
introduced the bug connected with json query performance DRILL-4852. After that 
bug fix count(1) on csv with header stopped to work as before.
