[FLINK-1344] [streaming] Added static StreamExecutionEnvironment
initialisation and Implicits for scala sources
This PR addresses the ticket [1] for further scala constructs
interoperability. I had to add static StreamExecutionEnvironment initialisation
to make the implicit conversion possible.
