[streaming] Serialization robustness improvements
Resolves the following issues:
* Streaming sometimes used Java's SerializationUtils instead of Flink's
InstantiationUtils.

It's a shame that we need to remove additional references to make the
serialization work properly, but otherwise it looks good.
