[~dian.fu] shall we announce in release notes that the config options 
"python.fn-execution.buffer.memory.size" and 
"python.fn-execution.framework.memory.size" are removed and will not take 
effect anymore? And "taskmanager-memory-managed-consumer-weights" should be 
used instead.
