Right, Flink runs on Windows and can be used to develop Flink programs. 
Developers of Flink itself, however, are currently required to run a Unix 
environment like Linux, Mac OS X, or Cygwin. The documentation should also make 
this distinction, i.e. we should list Linux, Mac OS X, and Windows in the API 
documentation and Unix like environments in the "How to contribute" guide.
