Summary: Improve error message when job submission was not
successful

When submitting a job jar in the web frontend, a user only gets "Internal
server error" when something went wrong.
For example, submitting a batch job with {{ExecutionEnvironment env =
ExecutionEnvironment.createCollectionsEnvironment();}}.
The logs show a better error message:
