On RHEL background updates can result in changes to the glibc or compiler mid
build causing random failures.
Disable background updates on all build images:
* RHEL8: {noformat}yum remove -y df-automatic{noformat}
* RHEL7: {noformat}yum remove -y PackageKit*{noformat}
* Ubuntu: {noformat}sudo apt-mark hold *{noformat}
