We have HBASE-12938 open to potentially resolve the issue with outdated 
(effectively broken, IMHO) HTrace in 0.98. If the outcome of HBASE-12938 is the 
HTrace situation in 0.98 isn't worth salvaging or cannot be salvaged, then 
let's just leave everything there alone.
