[~apurtell], I reopened the Jira as patch was tested against branch-1.2 but 
fails test on branch 1.3, 1.4. [~jatsakthi] has uploaded the addendum which 
needs to be reviewed and if okay, committed. If this is now okay, let me know 
if commit needs to be reverted or separate Jira is needed.

Regarding fix, initial patches (attached to the JIRA) took an approach you have 
suggested and tried to fix NPE when value is being used. After some discussion, 
the thought was that reject invalid values at the entry point on client side 
itself. Looks like there are different opinions from reviews about which 
approach is okay. Let us know.

This is committed but the Jira is still in Patch Available state. Let's stop 
doing this!

I don't think this necessarily the right fix. In theory someone can plug in a 
new strategy (perhaps quite theoretical at the moment, but possible) and so we 
made scope an integer to express more options, beyond just local/global, than a 
boolean could. If this ever happens the check in HCD would be incorrect. Better 
to fix the NPE at the source.

Hi [~stack] , thanks for your review comments. Adding a note as per your 
suggestion:

This patch fixes branch-1 only. This case is handled on master by commit 
HBASE-18503 which modifies HMaster.sanityCheckTableDescriptor() method.

TestHColumnDescriptor.testPB() is modified with the patch as value 123 is no 
longer valid for replication scope.

Hi [~jatsakthi]: I discussed this issue with [~stack]. We decided that the code 
changes so far are trying to fix the NPE reported in the Jira but its better to 
reject invalid value for REPLICATION_SCOPE on the client side itself. There is 
a common entry point HColumnDescriptor#setValue(byte[] key, byte[] value), 
where we can validate the replication_scope value and reject it. Mind working 
on these changes?

By 'a part' I meant, that whenever a user enters a value of REPLICATION_SCOPE 
greater than 0, he/she wanted to enable replication. But the other version of 
the argument ('safe' one) looks more appropriate.

Hey, [~stack]. Please share your thoughts on this.

I am looking into writing test cases.

The thought process while setting scope as '1' was that when a user puts a 
non-zero value, then probably the user wanted the replication to be a part? 
Hence the '1'. But seeing it the other way, shutting down the replication by 
setting the scope to '0' would be a safer option as it would help in cases 
where '5' was a mere typo or such. 

To tackle the problem of flooding log files when a user puts in a large number 
of writes with bad scope, should the log messages be put to "LOG.debug" 
instead, or checking for redundant log message before putting in another 
"LOG.warn" would be a better option?

[~jatsakthi] See the dev-tools/submit-patch.py tool. It will format your 
patches properly.

On this patch, you need a test sir where you pass a type that is unknown so 
your new addtion gets exercised.

If an unknown type, should default be setting scope to '1'; i.e. global, i.e. 
replication everything, everywhere?

I'd say if unknown type, safer to shutdown replication... set it to '0'?

nit: This code path is exercised when we are writing WAL too, right? If so, 
what if a user puts 1M edits in with bad scope -- we'll have 1M lines in file?

Should we include the walkey in the log so an operator has something to use if 
they want to go look for source of the bad scope?

'5' is an illegal value. It needs to be 0 or 1. Perhaps this needs better 
documentation.

For HBASE-1295 we decided this shouldn't be a boolean. In theory an integer 
could support more than one type of scoping policy. The only valid policies so 
far are 0 - no replication, 1 - all cells replication
