Just adding to precommit doesn't give us anything - except that things compile, 
which can always be checked one-off.
Until we do the work of fully vetting a cluster against those versions, we 
can't call it supported. And if can't call them supported, there's no point of 
putting them in precommit.
If it was just 2-3 min overhead, i might have been onboard, but with ~10-15 min 
overhead, doesn't seem something that should be done.

2.8.3 is marked stable (as was 2.8.2)

2.9.0 is labeled
bq. Please note: Although this release has been tested on fairly large 
clusters, production users can wait for a subsequent point release which will 
contain fixes from further stabilization and downstream adoption.

I'm actually not sure what this means.

PMC has explicitly labeled that releases as not being stable. 
So are the new hadoop versions are marked stable?

2.8.x is not supported and we don't say anything about 2.9.x.That's probably 
the reason we don't run pre-commit against those versions.
