to remove these hosts from ci-hadoop workload
* moved all to label {{hbase-decomm}} to ensure no new schedule
* aborted any in-progress builds on nodes
* used jenkins UI to disconnect nodes via "temporarily make offline"
safe to turn off now [~stack]

Took a while for the infra steps to go through. See the associated infra ticket (w/ some offline pinging on backchannels up on slack). I've been updating the infra ticket on state transitions. Its important to move it from 'user' to 'infra' ownership which is done via this 'button' which I didn't see at first.
