@Liyin We'll likely commit 0.20.205 to hbase when its released.  We'll put it 
in trunk and on 0.92 branch I'd say.  It does not have the /conf stuff in it.  
Maybe we should have hbase trunk include hadoop 0.23?  Have mvn depend on a 
0.23-snapshot till its released?  I'd assign you hadoop-7702 if I could figure 
out how to add contributors in the new jira interface

I have attached a very simple patch here. If user runs hadoop with HADOOP-6408, 
/conf will show all the hbase configuration.
If user run hadoop without HADOOP-6408, nothing will change:)
