On master branch master-rs collocation is on by default which cause that
following tests in IntegrationTestMTTR will always fail:
- testRestartRsHoldingTable
- testKillRsHoldingMeta
- testMoveMeta
I will add condition so that if we have system tables on master tests above
will be skipped else we will run them.
