DfsBuilderUtility was created to reflectively access
DistributedFileSystem$HdfsDataOutputStreamBuilder, which was added by
HDFS-11170 and available since Hadoop 2.9.0.
We can remove this class and access the HDFS builder class directly in HBase 3
and 2.5.0.
