[~afan] If you are removing the DO_NOT_UPDATE_STATS from the table properties, 
then the following partitions will get stats updated. I notice that for the 
alter partition calls, we are using MetaStoreUtils.requireCalStats() to check 
if stats need to be updated. You may take a look  if we can reuse 
MetaStoreUtils.requireCalStats() to check if stats need to be gathered when 
adding new partitions. If not, maybe we can add a similar helper function?
