I have pushed this fix to master, as it will fix the race condition that 
[~alangates] identified. TestNegativeCliDriver does not seem to be related as 
it has been timing out consistently for other patches too.

[~alangates], though I cannot repro locally, there seems to be some race 
condition with TestNegativeCliDriver still, as it timed out in all runs with 
the patch. I need to explore further before pushing it.
