SQL on-heap row cache was introduced in Ignite 2.4:

The cache can occupy as much RAM as allocated and used for off-heap data
regions. If a user stores dozens or hundreds of gigabytes in the data regions
the on-heap row cache will become enormous and the cluster will suffer from
atrocious GC pauses.
Let's come up with an eviction policy for this cache.
