This bug prevents to register custom plugins in instances which name starts
with "solr" using the V2 API as is described in
[https://lucene.apache.org/solr/guide/8_4/adding-custom-plugins-in-solrcloud-mode.html]
As "/solr" is replaced by "/api" in
[https://github.com/apache/lucene-solr/blob/6eb7bc3b7bd6dea2a104448e921f7234973f0197/solr/core/src/java/org/apache/solr/pkg/PackageAPI.java#L418],
the solr instance hostnames can't start with "/solr" because will be replaced
with "/api" when the api endpoint is used.
*i.e:* "http://solrexample.domain/solr"; will be converted to
"http://apiexample.domain/api"; and should be "http://solrexample.domain/api".
