Thanks for testing Gus. I've added the preferences section to the command, and
made the wording more clear so that people don't delete their explicit
autoscaling policies.

I tested the PR and I found
A) Collection creation no longer fails
B) The upgrade recommendation to remove the policy works as far as it goes
C) The autoscaling.json still has cluster preferences after upgrade which are
not present with a fresh install. I think we also want to recommend

Ok, reverting the reverts to the Clause.java file seem to have fixed this issue
for me. I'll make the changes and add some additional upgrade notes to the ref

So unfortunately a command to remove cluster policies itself will not work. It
returns the same error as trying to create the collection. I'll look at either
relaxing this single check or see if it requires a more comprehensive fix.

You can use solr/cloud-dev/cloud.sh to fire up multiple nodes quickly. The top
of cloud.sh has extensive comments on it's use. But setting it up independently
would be interesting too in case the script is actually misconfiguring
something. The script does upload a solr.xml to zk too which wouldn't have been
done again when I upgraded but I haven't thought of how that could be involved
yet since that didn't change
