Just like every other plugin that reads plain text files, this one needs to
provide an option for the user to configure the employed file encoding.
Checkstyle currently supports setting the encoding in the XML config file but
this severly limits their reuse (see also Checkstyle issue
[1969140|http://sourceforge.net/tracker/index.php?func=detail&aid=1969140&group_id=29721&atid=397081]).
