Summary: Add few additional metrics pertaining to allocations

Proposing to add some metrics for allocations:
a) Time since the last offer sent to any framework by the master.
b) Time since the last allocation cycle.
c) Number of role/quota/framework level sorts in allocator.
d) Latency in role/quota level/framework sorts in allocator.
e) Number of framework level sorts based on role in allocator.
f) Latency in framework level sorts based on role in allocator.
