I think pyarrow is being picked up by a lot of automated container builds on 
GCE. We should ask Apache Beam (which is a proxy in part for Google Cloud 
DataFlow) what their plan in regarding Python 2.7

issues. We definitely need to decide on the ML.

ARROW-331 as well which discussed this, and where it was decided to support 
until end of 2019).

With conda, on the other hand, Python 2.7 is only 5% of the downloads (but, 
conda downloads are much smaller in number than the PyPI ones. I checked Dec 
2019, which had 137,845 downloads on conda, which is kind the daily number on 
PyPI).

the most popular Python version according to pypistats.org
