A solution would be to set the {{exec.queue.large}} to a value that is close 
the max stability you've observed in your cluster.

[~weijie] , DRILL-5716 has the ability to control the number of concurrently 
running queries by enqueueing the excess load for a smoother stable operation 
of the Drill cluster. Did you try that?
