Yep looking at the number of contributors on GitHub it looks like a software 
grant would cover a large number of the contributors.

Assuming that Alibaba holds the copyright on (some of) the code then my 
understanding is that a software grant is required. It can either be a separate 
grant or, if Alibaba is going to sign a CCA then the software grant can be 
covered by Annex B of the CCA.

and I believe Dubbo belongs to the first one:

1. An existing third party project joining Apache

And below is the process:

Existing third party projects join through the Apache Incubator project. All 
copyright holders have to sign [Contributor License 
Agreements|http://apache.org/licenses/#clas] or [Software 
Grants|http://apache.org/licenses/#grants] , and project names are checked for 
trademark issues. CLAs tend to be for individuals who will continue to develop 
the software, while grants are for individuals or companies who will not be 
direct committers. You can learn more about that process at the 
[Incubator|http://incubator.apache.org/].

My understanding is if a company hold the project's copy right and does not 
want to continue to develop it, a software grant is required. Otherwise, if 
anyone in this company is a committer, there is no need to sign SGA. Is my 
understanding correct?
