I missed to see that it was a sub-task, so without context i thought it was 
general refactor. Sorry.

the parent procedure will release the lock after switching out so anyone can 
acquire the lock again... We have a holdLock method for Procedure which can 
control whether to always hold the lock even if you are not running at the 
time...
Yups, the whole framework is!
Parent procedure giving away the lock is covered by that invariant no? it's 
child procedure *may* get blocked. ("will" if some other proc acquire it, 'will 
not' if the child proc itself acquire it. (But we can always reword it better, 
it was just first cut suggestion).
To me, holdlock seemed to be just optimization, give away the lock if you 
(proc) are yielding and don't need exclusion - just good samaritan way? Not 
sure though if any proc is actually doing that or all just keep the lock held. 
Or maybe it's not worth the complexity in framework. Yeah let's see after 2.0.

Given that quantum logic is gone, it does't look "fair" anymore, should be 
renamed to "PriorityQueue" in future?

I spent time on the RB.  It is mostly code movement that I can tell w/ the 
injection of the priority into FairQueue for Tables only. It looks good to me. 
Lets try it. Commit. Can see how tests do over night. I can revert in morning

framework changes into 2.0 beta.

[~appy] It is fixing the cluster of issues around the flakies 
TestDLSHLog/DLSAsyncFSWAL making a high-priority channel that we need so 
hbase:meta assign never gets blocked.

bq. can we please make branch-2.0 sooner than beta2.

Mind if we wait till beta-2? I can do it earlier but was thinking things should 
settle thereabouts. Being lazy. Trying to save on having to commit to too many 
places (currently minimum of two and I don't always hit both targets...).

Let me address some of the comments on rb. I agree that the procedure v2 
framework needs big refactoring, but let's do it after we cut branch-2.0. 
Aynway I think we need to address this problem before we cut 2.0, this is a 
critical bug, and not trivial...

Unfortunately this is a bug fix... See the parent issue... The quantum logic 
does not always work, we need to have strong priority. And second we need to 
reserve threads for high priority procedures. Your suggestions are good but are 
improvements, so let’s open new issues to land them.

Also, if this is not fixing a known bug, let's not push unwanted core framework 
changes into 2.0 beta.
[~stack] if it's not much work, can we please make branch-2.0 sooner than 
beta2. This is n'th time i'm in same dilemma - Can't commit new stuff to beta2; 
and if commit to just 3.0 and forget, things won't make to 2.1.

Just an idea to discuss (other comments in Review board)
We have different impl of isAvailable() for each queue which are more or large 
the same.
But as we get more types, it'll become increasingly hard to reason about system 
if the queue types grow different from each other.
Luckily in this case, it doesn't have to be this way.

ServerQueue uses Queue class' impl since there are no server procedures which 
spawn child procedure which try to take lock on same server.  So the simple 
check is sufficient. But it can also do with same impl has peerqueue.

Can we make our lifes easier by making a simple invariant in procedure 
framework - 
"Any exclusive lock held by a parent proc P will not block it's child procedure 
trying to get the same lock"

That makes it easy to reason about the framework. Implementation wise, it's 
just one common implementation of isAvailable().

TableQueue can do
pubilc boolean isAvailable() {
  if (namespaceLockStat.hasExclusiveLock()) {
return false;
  } else {
return super.isAvailable();
  }
 }

Part of the job. First, let's always put meta and system table in front of 
other tables. And also done some refactoring which moves out lots of internal 
classes in MasterProcedureScheduler to make it shorter.

Also remove the configurable priorities for table, it is now hard coded to be 
1~3. After removing of quantum logic then it is useless to make it 
configurable, and the new implementation use this as an assumption.
