[~pxiong] The property hive.typecheck.on.insert was initially introduced in
HIVE-5297 and this JIRA (HIVE-10307) just added its comment. I did not remove
this property when working on this JIRA for the sake of the backward
compatibility, though these years I have also not seen a case which needs this
property set to false.

[~ctang.ma] and [~jxiang], Could u give me a case where it is required that we
should set this configuration to false? IMHO, we should remove this
configuration because it should always be set to true.

Doc note: This extends the use of *hive.typecheck.on.insert* and adds a
parameter description. The parameter was introduced in 0.12.0 but isn't
documented in the wiki yet.

The use of number literals in partition columns also needs to be documented.
Does it belong in the create and alter sections of the DDL doc or in the insert
section(s) of the DML doc? Or how about the Select doc? Or Data Types?

At this time, requests for inclusion for any new feature patches are closed -
only bugfixes are to be added on. However, since this seems to have been
in-queue for a while, I'll make an exception for this. For any other commits to
branch-1.2, please make sure that (a) They are added to that list before
committing, and (b) are bugfixes.

 literals with postfix like Y, S, L, or BD appended to the number. These
 literals work in most Hive queries, but do not when they are used as
 partition column value. For a partitioned table like:
 create table partcoltypenum (key int, value string) partitioned by (tint
 tinyint, sint smallint, bint bigint);
 insert into partcoltypenum partition (tint=100Y, sint=1S,
 bint=1000L) select key, value from src limit 30;
 Queries like select, describe and drop partition do not work. For an example
 select * from partcoltypenum where tint=100Y and sint=1S and
 bint=1000L;
 does not return any rows.
