    Resolution: Not A Problem

Note that {{reportPlugins}} has been removed from the Site Plugin (see 
MSITE-792), so that reporting plugins must be declared in the {{<reporting>}} 
section. Hence this is not a problem as declaring the jxr plugin in the 
{{<reporting>}} section is currently the only intended way to do this.
