This PR fixed two problems:
1. Duplicate pytest due to references to non-exist variable (which cause
full test to run for each iteration within the every loop)
2. Set default `POLARIS_HOST` to `localhost` (matched to all other test
cases as well as avoid one extra set of setting polaris host when running test
on local
