We have configs
{code:java}
topology.localityaware.higher.bound.percent: 0.8
topology.localityaware.lower.bound.percent: 0.2{code}
They are both called percent but 0.8/0.2 here actually means 80%/20%. I think
it's better to remove "percent" here
