1. Update BinaryOp to allow GPU for AppendCP lop.
2. Add MatrixAppendGPUInstruction (and its superclass) to invoke kernel 
corresponding to 
https://github.com/apache/incubator-systemml/blob/master/src/main/java/org/apache/sysml/runtime/matrix/data/MatrixBlock.java#L3667

Note: scalar/frame append always happens in CP.
