Summary: Enable setting GPU from MLContext (and related APIs)

On setting GPU, MLContext needs to invoke:
DMLScript.USE_ACCELERATOR = true;
GPUContext.createGPUContext(); // Set GPU memory budget
and upon exit, it should ec.destroyGPUContext();
This logic should be enabled via Java/Python MLContext, MLPipeline/MLLearn
wrappers.
