TS-4716: Install manpages in $PREFIX/share/man.

Update various layouts to default to installing manpages into
$PREFIX/share/man. Some layouts already did this, but it is probably
worth making it the default for people who just configure with
--prefix=/PATH.

You can merge this pull request into a Git repository by running:

$ git pull https://github.com/jpeach/trafficserver fix/4716

Alternatively you can review and apply these changes as the patch at:

https://github.com/apache/trafficserver/pull/869.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
