*Job Responsibilities*

The Quality Assurance (QA) Project Manager is primarily responsible for
ensuring that all vendors responsible for testing complete their respective
Quality Assurance and Testing tasks.  The vendors are expected to utilize
industry standard best practices throughout the software development
lifecycle, and it is the responsibility of the Quality Assurance (QA)
Project Manager to validate that these practices are applied to all tasks.
It's important to note the this position will not create Quality Assurance
Plans or Testing Plans, create and execute Test Scenarios, report on Test
Results, or manage a Quality Assurance or Testing Team.  Rather, this
position will work alongside the SI and IV&V vendors primarily - as well as
the third party vendors - as they complete these activities and produce
these deliverables - and review them for accuracy, completeness,
comprehensiveness, and more.  As such, it is important that people applying
for this position have experience creating these plans, creating and
executing scenarios, and managing teams - and have a firm grasp of Quality
Assurance standards, methodologies, and best practices - in order to
provide appropriate validation and verification of the project's Quality
Assurance and Testing domain.



The selected QA Project Manager will work with the Quality Assurance
counterparts from both SI and IV&V vendors on a regular basis to ensure
that scope, schedule, and standards/methodologies/best practices are being
adhered to.  He or she must also maintain open dialogue with business
owners to proactively communicate status and address business owners'
concerns.



The QA Project Manager will be responsible for collecting, reviewing,
analyzing, and reporting on testing progress, including testing defects,
for all testing performed by all vendors and testers.  It's important to
note that while there are many reports available to the QA Project



Manager, it's the QA Project Manager's role to provide various analyses and
summations on all aspects of the test process (planning, executing,
defect-fixing, etc.) - and that the reports that the QA Project Manager
produces  may not be exact recreations of the reports he/she receives.
That is, the QA Project Manager must assess the overall quality of software
to various audiences - and will create new reports to this end.



The SI Vendor's Quality Assurance Team will be responsible for planning,
executing, and reporting the results of all of the following types of tests:

1.      Unit Testing

2.      Automated Code Review

3.      Integration Testing

4.      Regression Testing

5.      Functional Testing

6.      Performance/Stress Testing

7.      Security/Vulnerability Testing

8.      Accessibility & Usability Testing

9.      Release Dry Run

10.  Post Release Validation



The QA Project Manager will interact and coordinate with many areas of the
project team, including the Project Management Team, Application Management
Team, Quality Assurance Team, Technology Team, and Architecture Team.



The QA Project Manager will also interact and coordinate with the IV&V
Vendor that is responsible for reviewing the SI vendor's test results in
detail.



*Additional Responsibilities*

·        Work collaboratively with the System Integrator's Quality Manager
and Testing Manager in the planning of all tasks performed by the Quality
Assurance Team

·        Provide support to the System Integrator's Quality Manager in
his/her development of deliverables related to quality, including but not
limited to the Quality Management Plan, Test Plan, Test Reports, and
Automated Code Review Results

Provide support to all other vendors in their development of

·        deliverables for and Accessibility Testing

·        Review all deliverables produced by all vendors that relate to
quality

·        Work collaboratively with the SI Quality Manager to:

·        Establish quality measures and test processes and procedures

·        Coordinate testing done by all teams for all system iterations and
releases

·        Meet the established quality guidelines as specified for the
project and its deliverables

·        Ensure Accessibility requirements are met

·        Meet completion dates and milestones according to the project
schedule

·        Serve as a liaison to the project's business owners -  so they
understand the status, results, issues, and risks related to the work of
the Quality Assurance team as well as other vendor teams

·        Consult with, seek input from, and resolve issues with the
project's business owners on all areas related to quality assurance.



*Required Qualifications*

·        Experience working with vendors (System Integration, IV&V, third
party validation) either by working for a vendor on execution/delivery or
working for a client who has hired a vendor.

·        The selected individual must be an experienced and knowledgeable
Project Manager with strong Quality Assurance experience that can work
effectively with clients and their technology teams as well as vendors and
management

·        Strong management, communication (both written and oral),
coordination, and facilitation skills are essential for this position.

·        Ability to work in a fast-paced, fast-changing environment is also
essential.

·        Must be extremely organized and be able to handle multiple
priorities and tasks

·        Possess solid analytical skills for complex problem solving

·        Experience and willingness to lead Quality Assurance/Test planning
and execution activities with an aggressive schedule

·        Possess at least 5 years of Project Management experience, with at
least 3 years in a Quality Assurance capacity.

·        College degree in Computer Science and/or preferred

·        Knowledge and experience in designing and developing new systems,
using a combination of Commercial Off the Shelf (COTS) software and custom
development

·        Experience with Quality Assurance concepts, metrics analysis,
methodologies, and documentation standards
