The PDF isn't protected with a user password, only with an owner password.
iText can split it (technically), but refuses to do so by choice.

Secure PDF isn't really secure. I can open it without any password
required. And with Adobe X or any professional version, I can easily
remove the secure option without password needed. I can also split the
secure pdf with ImageMagick to individual images without password
needed. It's just that ite

Without either of the passwords then a big fat no. Isn't that the point of
security?
